Abstract

Perubahan iklim telah berubah dari isu lingkungan menjadi krisis global dengan konsekuensi yang memengaruhi seluruh makhluk di dunia. Dibutuhkan kerja sama kolektif dalam membenahi krisis tersebut demi terjaminnya keberlangsungan hidup manusia. Dalam menanggapi hal tersebut PBB menyerukan panggilan kepada seluruh negara untuk bekerja sama memerangi krisis perubahan iklim yang dituangkan ke dalam Sustainable Development Goals (SDGs) No. 13. Norwegia menjadi salah satu negara dengan tingkat kesadaran tinggi bahwa krisis perubahan iklim akan membawa dampak negatif yang serius kedepannya, sehingga mengupayakan beberapa langkah mitigasi perubahan iklim untuk memerangi krisis tersebut baik dalam taraf nasional dan internasional. Penelitian ini bertumpu pada teori Neoliberal dan menggunakan beberapa konsep meliputi kerja sama internasional, keamanan lingkungan, dan SDGs. Penelitian ini menggunakan pendekatan penelitian kualitatif dengan metode penelitian deskriptif yang berfokus untuk menjabarkan kontribusi Norwegia pada taraf internasional dalam mewujudkan SDGs No. 13 khususnya dari bantuan kepada negara-negara lain dan juga kerja sama bilateral. Teknik pengumpulan data yang digunakan dalam penelitian ini adalah penelusuran daring dengan menggunakan data sekunder. Selain itu data yang didapatkan dianalisis dengan menggunakan teknik analisis data naratif. Hasil penelitian ini menunjukkan bahwa Norwegia telah berkontribusi dalam mewujudkan SDGs No. 13 dengan melakukan kerja sama bilateral seperti REDD+ dan NICFI serta pemberian hibah dana melalui CAFI dan Amazon Fund. Bantuan yang diberikan oleh Norwegia telah membantu mereka dalam mengurangi tingkat deforestasi yang merupakan salah satu aktivitas yang menjadi penyumbang terbesar karbon dunia dan bertanggung jawab atas perubahan iklim. / Climate change has moved from environmental issues to global crisis with consequences that affect all creatures around the world. Collective action is required to combat the crisis to ensure human survival. In response to this, the United Nations calls for all countries to combat the climate change crisis as stated in Sustainable Development Goals (SDGs) 13. Norway has become one of the countries with high level awareness that the climate change crisis will bring serious consequences in the future, so it seeks several climate change mitigation measures to combat the crisis both at national and international levels. This study uses Neoliberal as the base theory with several other concepts including international cooperation, environmental security, and SDGs. This study is qualitative research using descriptive research methods that focus on describing Norway’s contribution in realizing SDGs No. 13 in international level, especially the climate aid towards other countries and bilateral cooperation. The data collection technique used in this research is online browsing with the use of secondary data. The obtained data is analyzed using narrative data analysis techniques. The result of this study shows that Norway has contributed in effort to achieve SDGs No. 13 by conducting bilateral cooperation such as REDD+ and NICFI as well as providing financial aid for the countries in need through CAFI and the Amazon Fund. The aid that has been given by Norway to those countries has helped them to reduce the rate of deforestation which is one of human activities that is responsible for climate change as it produces most of the carbon in the world.
