Abstract

Wilayah Darfur adalah tempat bagi tujuh juta penduduk yang memiliki keanekaragaman budaya, ras, agama, dan suku. Dengan adanya perbedaan-perbedaan tersebut, seringkali ditemukan pelanggaran HAM seperti pembunuhan dan pemerkosaan. Hal ini membuat Perserikatan Bangsa Bangsa harus turun tangan untuk menagani kasus tersebut dengan menjalankan misi United Nations African Mission in Darfur (UNAMID). UNAMID adalah misi kerja sama antara PBB dengan Uni Afrika yang secara formal didukung oleh Dewan Keamanan PBB melalui Resolusi 1769 pada 31 Juli 2007 sebagai upaya untuk mewujudkan perdamaian di Darfur, Sudan. Pasukan kepolisian yang tergabung menjadi peacekeepers di daerah misi disebut dengan Formed Police Unit (FPU). Fokus dalam penelitian ini adalah kontribusi serta tantangan pasukan perdamaian FPU Indonesia pada UNAMID periode 2018–2020. Penelitian ini menggunakan teori Neoliberalisme dengan konsep Resolusi Konflik, Peacekeeping, Perdamaian dan Konflik. Penelitian ini adalah penelitian kualitatif dengan metode studi kasus sebagai upaya untuk menganalisis konflik secara terperinci dan menggunakan jenis data analisis naratif. Hasil dari penelitian ini menunjukkan kontribusi FPU Indonesia dalam mewujudkan perdamaian di wilayah Darfur, Sudan sebagai implementasi dari pembukaan Undang Undang Dasar 1945 alinea pertama, serta tantangan yang dihadapi selama penugasan dan persiapan pengiriman pasukan. / The Darfur region is home for seven million people who are culturally, racially, religiously and ethnically diverse. With these differences, human rights violations often occur, such as murder and rape. This makes the United Nations have to intervene to handle the case by carrying out the United Nations African Mission in Darfur (UNAMID). UNAMID is a cooperation mission between the United Nations and the African Union which was formally supported by the United Nations Security Council through Resolution number 1769 on 31 July 2007 as an effort to bring about peace in Darfur, Sudan. The police forces who are members of the peacekeeping force in the mission area are called the Formed Police Unit (FPU). The focus in this research is the contribution and challenges of the FPU of Indonesia through UNAMID mission in the 2018-2020. This research uses the theory of Neoliberalism with the concepts of Conflict Resolution, Peacekeeping, Peace and Conflict. This research is a qualitative research with a case study method as an effort to analyze the conflict in detail and uses a narrative data analysis type. The results of this study indicate the contribution of the FPU of Indonesia in realizing peace in Darfur, Sudan as the implementation of the opening of the first paragraph of the Constitution 1945, as well as the challenges faced during the mission and preparation of sending troops.
