Abstract

Diplomasi ekonomi merupakan salah satu pendekatan atau cara paling populer bagi negara untuk berinteraksi di era modern saat ini, termasuk bagi Indonesia. Meningkatnya arus perdagangan global dan globalisasi sendiri merupakan faktor utama dari peningkatan peran diplomasi ekonomi bagi Indonesia. Namun, dalam pelaksanaan peningkatan peran diplomasi ekonomi yang juga diiringi dengan meningkatnya arus investasi dan kerja sama internasional juga dibayangi dengan eskternalitas yang ditimbulkan dari proses produksi terkhusus kepada alam. Oleh karena itu, dengan menggunakan teori politik hijau tulisan ini bertujuan untuk melihat kembali bagaimana keberadaan diplomasi ekonomi sebenarnya merupakan pendorong terjadinya proses perusakan alam akibat dari akitivitas industri saat ini. Tulisan ini menggunakan pendekatan kualitatif dengan metode case study. Data dikumpulkan berupa data primer dan sekunder yang didapat dari berbagai sumber yang relevan, kemudian disajikan dengan teknik deskriptif dan eksplanaitf. Dengan memfokuskan kerangka analisis pada commercial policy, assets as bargain, dan hukum yang dipakai sebagai iklim bisnis dengan mengacu pada dua studi kasus yaitu perkebunan kelapa sawit di Boven Digoel, Papua dan penambangan batu bara di Kutai Kartanegara, Kalimantan Timur. Serta dengan dukungan temuan-temuan penting mengenai dinamika aturan mengenai investasi asing, dapat disimpulkan bahwa Diplomasi ekonomi merupakan bentuk kolaborasi dan penyesuaian pemerintah Indonesia terhadap kapitalisme global demi pertumbuhan ekonominya meskipun kebijakan yang benuansa komersial tersebut berdampak negatif terhadap sistem ekologis. / Economic diplomacy is one of the most popular approaches or ways for countries to interact in today's modern era, including for Indonesia. The increasing flow of global trade and globalization itself are the main factors in increasing the role of economic diplomacy for Indonesia. However, in the implementation of increasing the role of economic diplomacy, which is also accompanied by increased flows of investment and international cooperation, the externalities arising from the production process, especially to nature, are also overshadowed. Therefore, by using the theory of green politics, this paper aims to review how the existence of economic diplomacy is actually the driving force behind the process of natural destruction as a result of current industrial activities. This paper uses a qualitative approach with a case study method. Data were collected in the form of primary and secondary data obtained from various relevant sources, then presented with descriptive and explanatory techniques. By focusing the analytical framework on commercial policy, assets as bargains, and the law used as a business climate by referring to two case studies, namely oil palm plantations in Boven Digoel, Papua and coal mining in Kutai Kartanegara, East Borneo. And, with the support of important findings regarding the dynamics of regulations regarding foreign investment, it can be concluded that economic diplomacy is a form of collaboration and adjustment of the Indonesian government to global capitalism for its economic growth, even though the policies that are commercial in nature have a negative impact on the ecological system.
