Abstract

Menyadari pentingnya peran perempuan dalam kontribusi perdamaian, PBB melalui Resolusi 1325 yang dikeluarkan pada tahun 2000 tentang Perempuan, Perdamaian dan Keamanan (Women, Peace and Security), mendorong negara-negara anggota untuk melakukan integrasi kesetaraan jender yang substantif guna membangun perdamaian dan keamanan di situasi konflik sosial atau perang melalui partisipasi perempuan dalam Misi Pemeliharaan Perdamaian PBB. Salah satu negara kontributor yang aktif mengirimkan personel perempuan ke wilayah MPP adalah Indonesia melalui Kontingen Garuda. Hingga saat ini Indonesia telah berada di peringkat 10 besar sebagai negara kontributor personel perempuan terbanyak. dengan mayoritas pengiriman personel perempuan ke MPP MONUSCO dan UNIFIL. Keterlibatan personel perempuan di MPP sejauh ini telah menunjukkan efektifitas dalam memelihara perdamaian terutama terhadap perempuan lokal dan anak-anak yang merupakan korban yang paling terdampak pasca konflik melalui pendekatan unik yang dimiliki oleh personel perempuan Indonesia. Tujuan dari penelitian ini adalah untuk melihat apa dampak dari peran personel perempuan terhadap mandat misi pemelihraan perdamaian MONUSCO dan UNIFIL 2015-2020 dengan menggunakan teori feminisme dan konsep Human Security, serta pendekatan kualitatif dan metode penelitian studi kasus ganda. / Recognizing the importance of the role of women in contributing to peace, the United Nations through Resolution 1325 in 2000 on Women, Peace and Security, encourages all the country members to integrate substantive gender equality in order to build peace and security in the social conflict situation or war through the participation of women in UN Peacekeeping Missions. One of the contributing countries that actively deploys the women personnel to the PKO area is Indonesia through the Garuda Contingent. Until now, Indonesia has been ranked in the top 10 as the country that contributes the most women personnel, with the majority female personnel deployment in MONUSCO and UNIFIL. The involvement of women personnel in PKO so far has shown effectiveness in maintaining peace, especially for local women and children who are the most affected victims after the conflict through the unique approach of Indonesian women personnel. The purpose of this study was to see what the impact of the role of Garuda Contingent female personnel on the mandate of the 2015-2020 MONUSCO and UNIFIL peacekeeping missions. This study is using feminism theory and the concept of Human Security, as well as qualitative approaches and multiple case study research methods.
