Abstract

Fishery Resources is one of the most important elements in humans life. Illegal, Unreported, Unregulated (IUU) Fishing, is kind of a crime in the sea area. IUU Fishing activities could threatened food stability in the world, because the activity has a destruction nature and threatened marine ecosystem. In this research authors use Neoliberalism and Interdependence theory, that beliefs in a good cooperation in handling IUU Fishing issues, either in bilateral or multilateral cooperation. IUU Fishing policy in Indonesia has proved that the policy widen an integrated cooperation between countries in stronger way. This research is aim to give an outlook in handling IUU Fishing problem can be solve by a good cooperation between countries with a country as a main actor, in this particular Indonesia and Thailand. On the other hand, author also wants to illustrate interdependence between Indonesia and Thailand, especially in market issues, which caused by the same purpose from both country. In this research, author also wants to show that a market is equally important as a country, in particular fisheries export-import. The research method that author use is qualitative-descriptive with deductive approach. Author also use study case methods to explain Indonesia Thailand cooperation in handling IUU Fishing issues. Author use data collection technique such as literature study and interview. Based on this research can be understood that actions to IUU Fishing between Indonesia and Thailand is good to be cooperated through bilateral cooperation as a problem solving. A country does not has to be use a harsh way to solve the problem and break the relation between countries. Market has an important role equally as if a country./ Sumber daya perikanan adalah salah satu unsur terpenting dalam kehidupan manusia. Illegal, Unreported, Unregulated (IUU) Fishing, adalah sebuah kejahatan dalam wilayah perairan. Kegiatan IUU Fishing dapat mengancam kestabilan pangan di dunia, karena kegiatan ini bersifat merusak dan membahayakan ekosistem laut. Dalam penelitian ini penulis menggunakan teori neoliberalisme dan interdependensi yang percaya bahwa kerja sama dalam menanggulangi permasalahan IUU Fishing baik untuk dilakukan, baik dalam hubungan bilateral maupun multilateral. Kebijakan IUU Fishing yang diberlakukan Indonesia terbukti telah membuka peluang kerja sama antar negaranegara di kawasan yang lebih kuat dan terintegrasi. Tujuan penelitian ini adalah untuk memberikan pandangan bahwa dalam menyelesaikan permasalahan IUU Fishing bisa ditempuh dengan kerja sama yang baik antar negara dengan negara sebagai aktor utamanya, seperti Indonesia dan Thailand. Selain itu, penulis juga ingin menggambarkan adanya ketergantungan antar Indonesia dan Thailand dalam pasar, karena dilandasi oleh kepentingan yang sama. Dalam penelitian ini penulis juga ingin menunjukan bahwa pasar memiliki peranan yang sama pentingya seperti negara, dalam konteks ini ekspor-impor perikanan.
