Abstract

Land Subsidence mengakibatkan penurunan tanah sekitar 3-10cm/tahun pada wilayah Jakarta, sehingga berdampak terhadap ancaman 40% bagian Jakarta akan tenggelam pada tahun 2050. Penurunan tanah ini menyebabkan kenaikan air laut pada daerah pesisir yang dapat mengakibatkan banjir rob pada rumah kawasan pesisir khususnya pada Muara Angke. Resilient Design dapat menjadi strategi untuk permasalahan ini karena mempunyai sikap adaptif terkait kondisi lingkungan sekitarnya. Penelitian ini bertujuan untuk menemukan strategi perancangan desain untuk kawasan resilient pada kawasan pesisir. Penelitian ini akan dimulai dengan studi literatur untuk mempelajari strategi-strategi mitigasi yang telah dilakukan berdasarkan prinsip Resilient Design Integrate dan Protect. Lokasi studi yang dipilih adalah site RW022 pada Kampung Nelayan Muara Angke, karena melalui “simulasi coastal climate central” area ini paling terkena dampak banjir rob di Jakarta Utara dengan ketinggian banjir tertinggi 130 cm. Dalam menemukan strategi mitigasi berdasarkan prinsip Resilient Design pada site RW022, metode yang digunakan merupakan metode simulasi banjir mulai dari ketinggian banjir yang berkisar dari 40cm hingga 300 cm. Berdasarkan hasil simulasi, Zona A, B, C pada site RW022 lebih sesuai untuk memakai strategi mitigasi Floating karena rentan terhadap banjir, sementara Zona D menggunakan strategi mitigasi Elevate (Rumah Panggung). Area pada Zona A juga diaplikasikan strategi mikro seperti tercipta area titik kumpul yang dapat menunjang aktivitas nelayan seperti area pengeringan, pembersihan kerang, memperbaiki jaring ikan, balai warga, cold storage dan pelelangan ikan. Kesimpulan dari proses re-development adalah dibutuhkan konfigurasi antara strategi mitigasi untuk menyesuaikan dengan konsep community dari nelayan, yang dilakukan dengan menata ulang posisi rumah nelayan existing menjadi layout 60 m2 dengan penggunaan material flood-resistant dan strategi mitigasi yang bersifat protect untuk diletakkan pada area pesisir sebagai pertolongan pertama sebelum banjir sampai ke area hunian. / Land Subsidence impacts the degradation of land about 3-10cm/year in Jakarta. This issue causes a threat that 40% of Jakarta will be submerged by 2050. It also impacts the rise of sea level which cause tidal flooding on coastal houses. Resilient Design is a suitable strategy because it is adaptive regarding to environmental conditions. The purpose of this research is to discover resilient design strategies for coastal areas especially in Muara Angke. The research will begin with a literature study to study mitigation strategies that have been carried out based on the Resilient Design Principles, Integrate and Protect. The study location chosen was RW022 in Muara Angke Fisherman's Village, because from the simulation, this area was most affected by tidal flooding with its highest flood of 130 cm. Method that is used to find mitigation strategies for RW022 is simulation starting from flood heights ranging from 40cm to 300 cm. According to the simulation result, Zones A, B, C are more suitable to use the Floating mitigation strategy because they are vulnerable to flooding, while Zone D uses the Elevate mitigation strategy (Stilt House). Areas in Zone A are applied with micro strategies such as a gathering point area that support fishermen's activities such as drying areas, cleaning shells, fishing nets repairment area, community halls, cold storage, and fish auctions. The conclusion derived from the re-development process is that a configuration is needed between mitigation strategies to adapt to the community concept, which is done by rearranging the position of the existing fishermen's houses into a 60 m2 layout with the use of flood-resistant materials and mitigation strategies that are used as protection to be placed in frontal coastal areas. as the first aid before tidal flood reaches residential units.
