Abstract

Fakta bahwa sektor formal belum mampu menampung tenaga kerja menyiratkan urgensi dari sektor informal, salah satunya Pedagang Kaki Lima (PKL). PKL merupakan sebuah fenomena informalitas yang seringkali dianggap merusak citra kawasan karena karakteristiknya yang tidak teratur dan umumnya terdistribusi secara acak dalam jumlah besar. Solusi seperti penertiban dan relokasi seringkali belum memuai keberhasilan, dengan kecenderungan pembuatan ruang permanen yang menganggap seluruh karakteristik, aktivitas, serta kebiasaan PKL sama sehingga monoton dan seragam. Penelitian ini bertujuan untuk menciptakan keteraturan melalui perancangan sentra PKL dengan menghasilkan konfigurasi modul berdasarkan karakteristik dan identitas para PKL tanpa menghilangkan sifat informalnya. Penerapan konsep adaptabilitas dan permeabilitas dianggap sesuai dengan karakteristik PKL yang temporal dan dinamis untuk menyusun konfigurasi ruang yang terintegrasi. Metode yang digunakan dalam penelitian ini dibagi dalam tiga tahap. Tahap pertama adalah tinjauan pustaka yang menghasilkan seperangkat pendekatan teori kualitatif untuk menghasilkan arus pejalan kaki yang dibutuhkan oleh PKL. Tahap kedua adalah observasi yang menjelaskan aktivitas dinamis dan temporer para PKL disertai kuesioner visual yang mengungkap bahwa identitas PKL berpengaruh terhadap visibilitas dan persepsi pembeli. Tahap terakhir adalah eksplorasi menggunakan Rhinoceros, Grasshopper, dan DepthmapX untuk menghasilkan strategi rancang berupa visibilitas yang tinggi, aksesibilitas fisik yang tinggi, titik akses yang memadai, sistem pengelompokan, dan hubungan spasial PKL dalam konteks. Strategi ini yang kemudian digunakan untuk merancang sentra PKL yang terintegrasi pada ruang yang semula ditempati PKL. Penelitian dilakukan pada tapak terpilih di kawasan komersial Jakarta Barat, di mana lokasi memiliki trafik pedestrian teratur dan PKL menempati secara tetap. Hasil perancangan akan memiliki keunggulan dengan menciptakan lapisan baru pada sentra PKL, di mana keteraturan dengan mempertahankan identitas informal PKL dicapai melalui integrasi konsep permeabilitas dan adaptabilitas. Implementasi penelitian ini diharapkan menjadi sebuah solusi alternatif di ruang publik, di mana kota hidup berdampingan dengan informalitas, seperti para PKL. / The fact that the formal sector had not been able to accommodate workers implied to the importance of informal sectors, one of which were street vendors. Embracing irregular occupancy in public spaces—normally within large numbers, street vendors were a phenomenon of informality which most of the times treated as a damage to the image of the city. Their chaotic expressions were currently resolved by relocating into certain area, sometimes to no avail, and creating permanent spaces that tended to be monotonous, such as kiosk. This study aimed to create an order through street vendor center design by configuring modules based on the characteristics, while preserving their informal identity within their context. The concept of permeability and adaptability were considered compatible to develop integrated spatial configurations. The methods used in this study were divided into three stages. The first stage was literature reviews that provided a set of qualitative approach to support pedestrian flows needed by the street vendors. The second stage were observations, exposing the ever-changing street vendors’ habits, and visual questionnaires, revealing the relations between consumers’ visibility and perception with the street vendors’ identiy. The last stage were explorations, in which were done by utilizing Rhinoceros, Grasshopper, and depthmapX, resulting in design strategies, such as high visibility, high level of physical accessibility, adequate access points, grouping system, and spatial relationships within the context. The study was held in a chosen site of a commercial area in West Jakarta, in which street vendors occupied the area permanently and had regular pedestrian flow. The resulting design will create a new layer in the street vendor center, where orderliness while perserving informal identity of street vendors is achieved through integration with the concept of permeability and adaptability. The implementation of this study would be an alternative solution in public spaces where cities coexisted with informality, such as street vendors.
