Abstract

The main problem of this research is the lacking role of UNDP as an international organization in supporting and strengthening the role of women in politics and governance in Indonesia. On the other hand, this support is an important factor because the state needs the role of non-state actor in achieving the goal. The purpose of this research is to get a description of the efforts have made by UNDP and to know the process and or implementation of how the program strengthened the role of women in politics and governance in Indonesia. As well as knowing the challenges or obstacles faced by UNDP in strengthening the role of women in politics and governance in Indonesia. This research uses qualitative methods that prioritize data and information in the form of words followed by descriptive analysis. The technique of collecting data through secondary data information from various sources, such as books, journals, websites, and relevant reports. Primary data is obtained through interviews with selected interviewees who master the field under study. According to the result of the research, it can be found that UNDP's role as an international organization has been seen through the SWARGA project with concrete results in terms of increasing women’s representation within the parliament, supporting the development of an informed and engaged civil society, and contributing to bureaucracy reform efforts in support of female friendly career. However, there are several challenges, such as, US dollar exchange rate, time frame of implementation, resource availability, and adjusting the target beneficiaries tight schedules./ Permasalahan utama penelitian ini adalah masih rendahnya peran UNDP sebagai organisasi internasional dalam mendukung dan memperkuat peran perempuan dalam politik dan pemerintahan di Indonesia. Di sisi lain, dukungan tersebut merupakan unsur yang penting karena negara memerlukan peran aktor non negara dalam mencapai tujuan tersebut. Tujuan dari penelitian ini adalah untuk mendapatkan gambaran tentang upaya yang telah dilakukan UNDP serta mengetahui proses dan atau implementasi nya tentang bagaimana program tersebut mendorong penguatan peran perempuan dalam politik dan pemerintahan di Indonesia. Serta mengetahui tantangan atau hambatan apa saja yang dihadapi UNDP dalam mendorong penguatan peran perempuan dalam politik dan pemerintahan di Indonesia. Penelitian ini menggunakan metode kualitatif yang mengutamakan data dan informasi dalam bentuk tekstual diikuti dengan analisis secara deskriptif. Teknik pengumpulan data melalui informasi data sekunder dari berbagai sumber seperti, buku, jurnal, situs online, serta laporan-laporan yang relevan. Data primer diperoleh melalui wawancara dengan narasumber terpilih yang menguasai bidang yang diteliti. Berdasarkan hasil dari penelitian yang dillakukan, ditemukan bahwa peranan UNDP sebagai sebuah organisasi internasional telah nampak melalui proyek SWARGA dengan hasil yang konkrit dalam hal meningkatkan kapasitas para calon legislatif perempuan, mendukung pengembangan masyarakat sipil yang berpengetahuan dan aktif, dan berkontribusi pada upaya reformasi birokrasi dalam mendukung perempuan untuk berpolitik. Meskipun demikian terdapat beberapa tantangan, seperti nilai tukar dolar AS yang tidak menentu, jangka waktu proyek yang cukup singkat, keterbatasan sumber daya, dan penyesuaian waktu terhadap target proyek.
