Abstract

As one of the most important trade waterways, the Strait of Malacca is deemed important not only to the littoral states but as well as the user states. Considering this, Indonesia as one of the littoral states is expected to play a bigger role in addressing the maritime security issues particularly the piracy and armed robbery against ships in Malacca Strait. Therefore, the author wishes to know what the impacts of the non-traditional maritime security issues to the littoral states. The author also believes that it is important to understand the objectives that the Indonesian government in addressing maritime security threats. After establishing the objectives set by the Indonesian government, then it is safe to analyze the actions that Indonesia has done to address the non-traditional maritime security issues particularly the piracy and armed robbery against ships in the Strait of Malacca including the efforts in national level and the international level. In this research, Maritime security is one of the most important concepts to be addressed on order to gain a wider understanding regarding the piracy and armed robbery. In addition, international cooperation is also a complementary concept in dealing with the piracy and armed robbery against ships, because it is believed that this particular issue can be dealt with through international cooperation. In this regard, by using the international relations theory, it is best to view this phenomenon through the liberalist theory. With that being said, the author finds that indeed Indonesia has done several efforts in combating piracy and armed robbery against ships. Indonesia has done numerous attempts in a more effective and efficient coordination within the maritime law enforcement actors in Indonesia. In the international level, Indonesia also has joined multiple cooperation with a number of states in terms of capacity building and modernization of assets./ Sebagai salah satu saluran perdagangan yang paling penting, Selat Malaka dianggap penting tidak hanya bagi negara-negara pesisir tetapi juga negara pengguna. Mempertimbangkan hal ini, Indonesia sebagai salah satu negara pesisir diharapkan untuk memainkan peran yang lebih besar dalam mengatasi masalah keamanan maritim khususnya pembajakan dan perampokan bersenjata terhadap kapal-kapal di Selat Malaka. Oleh karena itu, penulis ingin mengetahui apa dampak dari masalah keamanan maritim non-tradisional ke negara-negara pesisir. Penulis juga percaya bahwa penting untuk memahami tujuan pemerintah Indonesia dalam mengatasi ancaman keamanan maritim. Setelah menetapkan tujuan yang ditetapkan oleh pemerintah Indonesia, maka langkah selanjutnya untuk menganalisis tindakan yang telah dilakukan Indonesia untuk mengatasi masalah keamanan maritim nontradisional terutama pembajakan dan perampokan bersenjata terhadap kapal di Selat Malaka termasuk upaya di tingkat nasional dan tingkat internasional. Dalam penelitian ini, keamanan maritim adalah salah satu konsep terpenting yang harus ditangani untuk mendapatkan pemahaman yang lebih luas mengenai pembajakan dan perampokan bersenjata. Selain itu, kerja sama internasional juga merupakan konsep pelengkap dalam menangani pembajakan dan perampokan bersenjata terhadap kapal, karena diyakini bahwa masalah ini dapat ditangani melalui kerja sama internasional. Dalam hal ini, dengan menggunakan teori hubungan internasional, teori yang terbaik untuk melihat fenomena ini adalah melalui teori liberalis. Dengan demikian, penulis menemukan bahwa memang Indonesia telah melakukan beberapa upaya dalam memerangi perompakan dan perampokan bersenjata terhadap kapal. Indonesia telah melakukan banyak upaya dalam koordinasi yang lebih efektif dan efisien dalam aktor-aktor penegak hukum maritim di Indonesia. Di tingkat internasional, Indonesia juga telah bergabung dengan banyak kerja sama dengan sejumlah negara dalam hal peningkatan kapasitas dan modernisasi aset.
