Abstract

Indonesian cultural diplomacy is certainly inseparable from the overall diplomatic effort being carried out by the government of the Republic of Indonesia, which essentially aims to strengthen the national and international position of the nation and state. The implementation of Indonesian cultural diplomacy abroad is not only directed at foreign communities, but also directed to the Indonesian people abroad. The Ministry of Foreign Affairs of the Republic of Indonesia collaborates with the Ministry of Education and Culture to use cultural elements in the process of diplomacy. One of the ways in which the Indonesian government carried out cultural diplomacy with other countries was to procure the Indonesian Culture House program, which was placed in ten foreign countries in 2013, one of which was France. The Indonesian Culture House in France is in the form of a program that contains cultural activities carried out to enhance the positive image of Indonesia in the world This study uses qualitative methods with secondary data, to explain what forms of cultural diplomacy Indonesia is doing in France. Data collection is carried out by library study techniques in the form of books and journals, or news originating from newspapers and online news originating from reliable to understand the concepts used in this study. The results of this study can be seen from the Indonesian Cultural Diplomacy in France for the period 2013-2017. One way that the Indonesian government does in conducting cultural diplomacy with other countries is by procuring Indonesian Culture Houses, which are placed in 10 foreign countries, in order to enhance Indonesia's positive image in the international world./ Diplomasi kebudayaan Indonesia sudah tentu tidak dapat dipisahkan dari pada keseluruhan usaha diplomasi yang sedang dijalankan pemerintah Republik Indonesia, yang pada hakekatnya bertujuan untuk memperkuat posisi nasional dan internasional bangsa dan negara. Pelaksanaan diplomasi kebudayaan RI di luar negeri selain ditujukan kepada masyarakat asing, juga diarahkan kepada masyarakat Indonesia di luar negeri. Kementerian Luar Negeri Republik Indonesia bekerjasama dengan Kementerian Pendidikan dan Kebudayaan untuk menggunakan elemen kebudayaan dalam proses diplomasi. Salah satu cara yang dilakukan oleh pemerintah Indonesia dalam melakukan diplomasi budaya dengan negara lain adalah dengan pengadaan program Rumah Budaya Indonesia, yang di tempatkan di sepuluh negara asing pada tahun 2013, salah satunya adalah Perancis. Rumah Budaya Indonesia di Perancis ada dalam bentuk program yang memuat aktivitas-aktivitas kebudayaan yang dilaksanakan untuk meningkatkan citra positif Indonesia di dunia Penelitian ini menggunakan metode kualitatif dengan data sekunder, untuk menjelaskan seperti apa bentuk diplomasi kebudayaan yang Indonesia lakukan di Perancis. Pengumpulan data dilakukan dengan teknik studi pustakayang berupa buku-buku dan jurnal-jurnal, atau berita yang berasal dari koran maupun berita online yang berasal dari reliabel guna memahami konsep-konsep yang digunakan dalam penelitian ini. Dari hasil penelitian ini dapat dilihat dari Diplomasi Kebudayaan Indonesia di Perancis periode tahun 2013-2017. Salah satu cara yang dilakukan oleh pemerintah Indonesia dalam melakukan diplomasi budaya dengan negara lain adalah dengan pengadaan Rumah Budaya Indonesia, yang ditempatkan di 10 Negara asing, guna meningkatkan citra positif Indonesia di dunia internasional.
