Abstract

Radikalisme di Indonesia kerap dikaitkan dengan isu-isu agama. Terdapat beberapa kasus anggota Kepolisian Negara Republik Indonesia (Polri) yang terpapar radikalisme. Padahal anggota Polri diwajibkan tunduk pada hukum yang berlaku di Negara Kesatuan Republik Indonesia (NKRI) termasuk falsafah dan ideologi Pancasila. Berdasarkan hal tersebut, maka penulis menentukan rumusan masalah yaitu, bagaimana strategi komunikasi Polri dalam program pencegahan radikalisme pada anggota kepolisian. Tujuan penelitian adalah untuk mengetahui strategi komunikasi yang dilakukan Polri dalam melaksanakan program untuk mencegah paham radikalisme di antara para anggota kepolisian. Penelitian ini menggunakan teori informasi organisasi dalam proses strategi komunikasi internal. Penelitian ini bermetode kualitatif, pendekatan deskriptif. Hasil penelitian menunjukkan bahwa Polri telah melakukan berbagai program pencegahan radikalisme sejak perekrutan, pembinaan hingga pengawasan. Polri juga menyiapkan berbagai program pencegahan radikalisme yang selalu diperbaharui untuk anggotanya. Polri melakukan komunikasi dan sosialisasi yang intensif agar program-program berhasil. Namun, banyak faktor pula yang menghambat program tersebut. Oleh karena itu diperlukan aturan hukum sebagai landasan dalam melaksanakan berbagai program. Aturan dan kebijakan tersebut harus dikomunikasikan secara berkesinambungan pada seluruh anggota Polri, mulai dari para pimpinan di level teratas sampai pada para pimpinan di tingkat paling bawah sehingga dapat menyebarkan pesan – pesan tersebut pada seluruh anggota di jajaran bawahnya. / Radicalism in Indonesia is often associated with religious issues. There are several cases of the Indonesian National Police / Kepolisian Negara Republik Indonesia (Polri) members exposed to radicalism. In fact, all members of Polri are required to comply with the laws that are officially enforced in the Unitary State of the Republic of Indonesia / Negara Kesatuan Republik Indonesia (NKRI), including the state's official philosophy and ideology, Pancasila. Based on this, the authors determine a formulation of the problem, about how is the communication strategy of Polri, in the radicalism prevention programs for police members. The purpose of this study was to determine the communication strategy that is applied by the Polri to conduct the programs to prevent radicalism among members of the police. This research uses organizational information theory in the process of internal communication strategy. This study uses a qualitative method, descriptive approach. The results of the study showed Polri have carried out various radicalism programs from recruitment, coaching to supervision. Polri is also preparing various radicalism prevention programs which are always renewed for its members. Polri uses intensive communication and socialization in order for these programs to be successful. However, there are many factors that hinder the programs. Therefore, it is necessary to have legal rules as the foundation to execute the programs. These rules and policies must be continuously communicated to all members of Polri, starting from the leaders at the top level to leaders at the lowest level, so that they can spread these messages to all their members at the lower level of the organization.
