Abstract

Providing a good basic education in Papua is still a huge challenge. Because of this reason, the Government of Papua Province in Indonesia and the Government of Australia along with the United Nations International Children’s Emergency Fund (UNICEF) and AusAID, collaborated together by implementing the Sekolah Satu Atap (SATAP) program. SATAP is a school-based management program that integrated the character education and self-sufficiency aspects of a school. This research is to examine and analyze the collaboration between the stakeholders mentioned above: the Indonesia and Australian government with International organizations of UNICEF and AusAID. This research will highlight the effective contribution and collaboration of AusAID in the SATAP program as it was institutionalized by UNICEF in assisting the development of the education sector in Papua, Indonesia. Qualitative and descriptive method are used for the research approach. As for the data, it was mostly collected from secondary data obtained in libraries, through books, journals, articles, print media, project reports and relevant websites. The results of the research shows that in SATAP program, the government of Australia provided financial support of Rp. 58.9 billion that being channeled through UNICEF between the year 2011 and 2012, as part of their effort to help Papua and West Papua province to achieve their goal of providing basic education for all. Furthermore, the collaboration between UNICEF and the Australian Government offers a collaborative program in the field of special education for students from elementary grade I-III schools in Papua. While UNICEF and Australia provide training for teachers programs. The results of this collaboration between Indonesia, Australia, UNICEF and AusAID can be seen as successful since the effectiveness of the program can also be seen from the strong outcome of this program. / Masih merupakan tantangan besar dalam memberikan pendidikan dasar yang baik di Papua. Untuk itu Pemerintah Provinsi Papua di Indonesia dan Pemerintah Australia dengan United Nations International Children’s Emergency Fund (UNICEF) dan AusAID, berkolaborasi bersama dalam implementasi program Sekolah Satu Atap (SATAP). SATAP merupakan program manajemen berbasis sekolah yang didalamnya terintegrasi pendidikan karakter dan aspek kemandirian sekolah. Untuk itulah, diperlukan penelitian untuk mengetahui dan menganalisis kolaborasi yang berlangsung antara pemangku kepentingan yang telah disebutkan diatas: Indonesia dan Pemerintah Australia dengan organisasi internasional UNICEF dan AusAID. Penelitian ini akan menyorot efektivitas kontribusi dan kolaborasi antara AusAID dalam program SATAP yang diinstitusionalisasikan oleh UNICEF dalam pembangunan sektor pendidikan di Papua, Indonesia. Penelitian ini menggunakan penelitian kualitatif dengan metode penelitian deskriptif. Pengumpulan data penelitian dilakukan dengan data sekunder, yaitu pengumpulan data dari perpustakaan, buku-buku, jurnal, artikel, media cetak, laporan proyek dan website yang relevan. Hasil dari penelitian menunjukkan bahwa dalam program SATAP, Pemerintah Australia memberikan dukungan dana sebesar Rp. 58,9 milyar melalui UNICEF selama tahun 2011 dan tahun 2012 untuk membantu Papua dan Papua Barat mencapai tujuan pendidikan dasar untuk semua. Selain itu, kolaborasi antara UNICEF dan Pemerintah Australia menawarkan program kerja sama di bidang pendidikan khusus untuk para pelajar kelas I-III sekolah dasar (SD) di Papua. UNICEF dan Australia memberikan pelatihan bagi guru-guru. Hasil dari kolaborasi Indonesia, Australia, UNICEF dan AusAID dapat dikatakan berhasil yang mana keefektivan program dapat terlihat dari hasil yang kuat dalam program ini.
