Abstract

Di era pemerintahan Presiden Jokowi, visi Poros Maritim Dunia (PMD) dicanangkan sebagai tanggapan atas situasi dan kondisi geostrategis Indonesia yang nantinya mewujudkan berbagai kebijakan yang berorientasi pada pembangunan di bidang maritim. Untuk mewujudkan visi tersebut ada tujuh pilar PMD yang dirumuskan dimana salah satunya adalah mengenai diplomasi maritim. Diplomasi maritim menjadi salah satu strategi kebijakan luar negeri Indonesia dalam rangka memenuhi kepentingan nasional. Dengan menggunakan metode kualitatif, tesis ini menjelaskan bagaimana Indonesia mengaktualisasikan visi Poros Maritim Dunia lewat diplomasi maritim sebagai respons terhadap kontestasi kekuatan di wilayah Asia-Pasifik yang berpotensi mengancam keamanan maritim dan keutuhan wilayah maritim Indonesia. Dalam pelaksanaannya, Indonesia dihadapkan pada berbagai isu maritim dan dinamika kawasan serta tantangan baik dari faktor internal maupun eksternal. Namun di periode kedua kepresidenan Bapak Jokowi terdapat indikasi penurunan implementasi diplomasi maritim karena adanya kepentingan politik dalam negeri yang mengurangi komitmen terhadap pendekatan agresif dalam mewujudkan Poros Maritim Dunia. / During the administration of President Jokowi, the vision of Global Maritime Fulcrum (GMF) was announced as a respond towards Indonesia’s geostrategic situation and conditions which will then produces development-oriented policies in the maritime sector. To realize this vision, there are seven pillars of GMF that the government formulated which one of them is maritime diplomacy. Maritime diplomacy is one of Indonesia’s foreign policies strategies to fulfil its national interests. By using qualitative method, this thesis explains how Indonesia actualizes the vision of the Global Maritime Fulcrum through maritime diplomacy as a response to the power contestation in the Asia-Pacific region that has the potential to threaten maritime security and the integrity of Indonesia's maritime territory. In its implementation, Indonesia is also faced with various maritime issues and regional dynamics as well as challenges from both internal and external. However, in the second period of Mr. Jokowi's presidency, there are indications of a decline in the implementation of maritime diplomacy due to domestic political interests that reduce commitment to an aggressive approach in realizing the vision of Global Maritime Fulcrum.
