Abstract

Kemunculan virus baru COVID-19 pada Desember 2019 lalu menyebabkan krisis yang berdampak pada pendidikan. Kegiatan pembelajaran tatap muka dihentikan dan pembelajaran jarak jauh (online learning) dilakukan sebagai solusi. Namun, pembelajaran jarak jauh memiliki tantangan yang besar yaitu kesenjangan akses internet khususnya di wilayah Asia Tenggara. Penelitian ini mendeskripsikan dan menganalisis bagaimana tantangan Negara di dalam peningkatan akses internet untuk pendidikan di Asia Tenggara selama masa pandemi COVID-19 dan apa saja upaya yang dilakukan. Penelitian ini menggunakan studi kasus Indonesia dan Singapura sebagai negara yang mewakili Asia Tenggara. Teori Neoliberalisme digunakan dengan perspektif utama yaitu pentingnya keterlibatan dan peran aktor non-negara di dalam upaya negara untuk meningkatkan akses internet. Konsep yang digunakan di dalam penelitian ini adalah konsep pembangunan berkelanjutan dan konsep pendidikan. Pendidikan merupakan salah satu faktor fundamental pembangunan. Tidak ada negara yang dapat mencapai pembangunan ekonomi yang berkelanjutan tanpa investasi yang substansial dalam sumber daya manusia. Penelitian menggunakan pendekatan penelitian kualitatif dengan data dari berbagai sumber seperti publikasi pemerintah, organisasi internasional serta laporan hasil penelitian. Berdasarkan hasil analisis data, temuan pada upaya peningkatan akses internet untuk pendidikan di Asia Tenggara selama pandemi COVID-19 adalah upaya negara Indonesia belum signifikan. Dengan kondisi geografis Indonesia yang sangat luas, jumlah populasi yang tinggi dan kepemilikan perangkat internet yang rendah, pemerintah belum melibatkan aktor non-negara dengan maksimal di dalam upaya peningkatan akses internet. Sedangkan upaya negara Singapura sangat melibatkan peran perusahaan dan masyarakat./ The emergence of the new COVID-19 virus in December 2019 caused a crisis that had an impact on education. Face-to-face learning activities were stopped and distance learning (online learning) was carried out as a solution. However, distance learning has a big challenge, namely the gap in internet access, especially in the Southeast Asia region. This study describes and analyzes the countries’ challenges in increasing internet access for education in Southeast Asia during the COVID-19 pandemic and what efforts have been made. This study uses case studies of Indonesia and Singapore as countries that represent Southeast Asia. Neoliberalism theory is used with the main perspective that the importance of the involvement and role of non-state actors in the state's efforts to increase internet access. The concept used in this research is the concept of sustainable development and the concept of education. Education is one of the fundamental factors of development. No country can achieve sustainable economic development without substantial investment in human capital. The research uses a qualitative research approach with data from various sources such as government publications, international organizations and research reports. Based on the results of data analysis, the findings on efforts to increase internet access for education in Southeast Asia during the COVID-19 pandemic are that the efforts of the Indonesian state have not been significant. With Indonesia's vast geographical condition, high population and low ownership of internet devices, the government has not fully involved non-state actors in efforts to increase internet access. Meanwhile, Singapore's efforts involve huge role of companies and the public.
