Abstract

Pandemi COVID-19 membawa dampak buruk yang sangat besar bagi kehidupan manusia di muka bumi. Dampak yang ditimbulkan menyentuh setiap lini kehidupan terutama kesehatan, ekonomi dan sosial. Pandemi memberi dampak yang besar karena dunia tidak memiliki sebuah mekanisme untuk menghadapi penyakit menular. Tidak semua negara mampu menangani pandemi, khususnya negara berpendapatan rendah hingga menengah. Untuk itu, dibutuhkan kerja sama internasional untuk mengatasi permasalahan kesehatan global. Yang menjadi tujuan penelitian adalah bagaimana kerja sama internasional COVAX mengatasi permasalahan kesehatan global dengan mekanisme yang dicanangkan untuk memperbaiki arsitektur kesehatan global pada presidensi G20. Pembangunan arsitektur kesehatan global merupakan kelanjutan dari COVAX dalam sistem global. Dengan menggunakan teori neoliberalisme, penelitian menunjukkan pentingnya kerja sama internasional dalam menghasilkan luaran kolektif (collective outcome) untuk mengatasi dampak pandemi COVID-19. Selain itu penelitiaan ini telah menunjukkan pentingnya proses negoisasi dalam membangun tata kelola kesehatan global yang baru yang akan disepakati KTT G20 pada November 2022. Penelitian ini menggunakan pendekatan kualitatif dengan metode analisis desktiptif dimana peneliti menganalisis sejumlah data yang diperoleh dari berbagai sumber kemudian dilakukan penarikan kesimpulan. Pengumpulan data penelitian dilakukan dengan mengumpulkan data sekunder, yaitu dari laporan-laporan, berita, dan situs terkait. Kerja sama internasional COVAX tidak sepenuhnya dapat memenuhi kesehatan bagi semua orang (SDG 3) dikarenakan berbagai tantangan internasional seperti dominasi negara besar terhadap WHO, ketidakpastian komitmen terkait dana bersama, dan kesenjangan teknologi kesehatan antara negara maju dan negara berkembang. Kata kunci: tata kelola kesehatan global, kerja sama internasional, G20 / Pandemic COVID-19 has huge impact on human life on earth. The impact is touching every line of life, especially health, economy and social. Pandemics have a big impact because the world does not have a mechanism to deal with infectious diseases. Not all countries are able to handle the pandemic, especially low to middle income countries. Thus, international cooperation is needed to overcome global health problems. The research objective is how COVAX's international cooperation addresses global health problems with a mechanism designed to improve the global health architecture in the G20 presidency. The development of a global health architecture is a continuation of COVAX in a global system. Using the theory of neoliberalism, research shows the importance of international cooperation in producing collective outcomes to overcome the impact of the COVID-19 pandemic. In addition, this research has shown the importance of the negotiation process in building a new global health governance that will be signed at the G20 Summit in November 2022. This research uses a qualitative approach with descriptive analysis research methods where researchers analyze a number of data obtained from various sources and then draw conclusions. Data is obtained by collecting secondary data, such reports, news, and related sites. COVAX international cooperation is not fully able to fulfill health for everyone (SDG 3) due to various international challenges such as the domination of big countries over WHO, uncertainty regarding commitments related to mutual funds, and health technology gaps between developed and developing countries.
