Abstract
During the COVID-19 pandemic, many rules were made as an effort to reduce the spread of the virus, these rules must be applied by the community in order to achieve this goal, so that these regulations are obeyed. One of the efforts is to apply sanctions for violators, but these sanctions must have a sense of justice. dignified because dignified justice based on Pancasila and Pancasila is the soul of our nation. This study aims to provide a solution to whether the theory of dignified justice is fulfilled in law enforcement of violations of government policies in efforts to handle and empower Coronavirus Disease 2019 (COVID-19) as well as, to develop legal knowledge in the application of sanctions that have dignified justice. The method used in conducting this research is empirical normative legal research with a qualitative approach. The result of this research is that the sanctions applied by the government are fair and dignified, namely by providing sanctions that are in accordance with the portion of the violation committed, according to the cooperativeness of the community and the impact of how big the violation committed by the community is. The most effective solution in dealing with this pandemic is through socialization and self-sanctions as a last resort by the government, both of which are aimed at forming new habits in society to implement health protocols.
