Abstract

Izin Mendirikan Bangunan (IMB) merupakan produk hukum yang wajib dimiliki sebelum pelaksanaan konstruksi dimulai. Dalam penerbitan IMB diperlukan pengesahan Gambar Perencanaan Arsitektur. Terdapat berbagai pihak yang terlibat dalam pengesahan gambar yaitu Penilai Teknis dari penerbit IMB yaitu Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP) Provinsi DKI Jakarta, perencana arsitek, Tim Ahli Bangunan Gedung bidang Arsitektur dan Perkotaan (TABG-AP), dan pengembang (pemohon). Latar belakang permasalahan yaitu adanya fenomena durasi pengesahan gambar yang membutuhkan waktu selama 166 hari kerja , dimana hal ini melebihi peraturan yang seharusnya maksimal selama 49 hari kerja. Penelitian ini mempertanyakan permasalahan mengenai materi perbaikan gambar apa yang sering terjadi, faktor apa yang mempengaruhi proses pengesahan gambar arsitektur, dan bagaimana upaya percepatan percepatan pengesahan Gambar Perencanaan Arsitektur. Metode penelitian ini menggunakan analisis dari data primer dan sekunder dari berbagai teori, penelitian terdahulu yang relevan, studi kasus proyek “Rumah Sakit X”, dan kuesioner. Tujuan penelitian ini adalah mengetahui materi perbaikan gambar apa saja yang sering terjadi, faktor-faktor yang mempengaruhi proses pengesahan gambar arsitektur, dan mendapatkan beberapa upaya yang perlu dilakukan untuk percepatan pengesahan Gambar Perencanaan Arsitektur. Analisis dan pembahasan pada penelitian ini menghasilkan pembuktian mengenai materi perbaikan gambar yang paling sering terjadi yaitu materi “Persyaratan teknis sistem proteksi kebakaran”. Sedangkan, faktor yang paling mempengaruhi proses pengesahan gambar arsitektur dalam penerbitan IMB yaitu “Komunikasi antar pihak”. Kemudian penelitian ini juga memberikan beberapa upaya percepatan proses pengesahan gambar perencanaan arsitektur dalam penerbitan IMB. Beberapa upaya yang perlu dilakukan bagi penilai teknis, perencana arsitek, TABG-AP, dan pengembang yaitu mengenai komunikasi, pengetahuan, kemampuan menjelaskan konsep, kinerja penilai teknis DPMPTSP, sistem online yang terintegrasi, dan sosialisasi. In the issuance of the IMB, it is necessary to ratify the Architectural Planning Drawings. There are various parties involved in the approval of the drawing, namely the Technical Assessor from the IMB issuer, namely the DKI Jakarta Provincial Investment and One Stop Service (DPMPTSP), architect planners, Building Expert Team in the field of Architecture and Urban (TABG-AP), and developers (applicant). The background of the problem is the phenomenon of the duration of image validation which takes 166 working days, where this exceeds the regulation that should be a maximum of 49 working days. This study questions the problem of what material for repairing drawings often occurs, what factors affect the process of ratifying architectural drawings, and how to accelerate efforts to accelerate the approval of Architectural Planning Drawings. This research method uses analysis of primary and secondary data from various theories, relevant previous studies, case studies of the “Hospital X” project, and questionnaires. The purpose of this research is to find out what materials for repairing drawings often occur, the factors that influence the process of ratifying architectural drawings, and getting some efforts that need to be made to accelerate the ratification of Architectural Planning Drawings. The analysis and discussion in this study resulted in evidence regarding the material for image repair that most often occurs, namely the material "Technical requirements for fire protection systems". Meanwhile, the most influencing factor in the process of ratifying architectural drawings in the issuance of IMB is "Communication between parties". Then this research also provides some efforts to accelerate the process of ratifying architectural planning drawings in the issuance of IMB. Several efforts need to be made for technical appraisers, architect planners, TABG-AP, and developers, namely regarding communication, knowledge, ability to explain concepts, performance of DPMPTSP technical assessors, integrated online systems, and socialization.
