Abstract

Combat drones are the result of significant technological developments. Combat drones (UAV) have experienced an increase in their use, especially after the 9/11 tragedy, where countries such as the United States uses this technology to combat terrorism. However, its use is not as expected. The use of drones has in fact caused damage and civilian deaths which of course violates the principles of international law. Combat drones may be effective to eliminate the target of an attack, but the attack must not cause excessive civilian damage or civilian deaths. Therefore, the use of drones must take into account the principles that have been regulated by IHL. Parties using drones must be able to ensure that attacks are aimed only at military targets, and take every precaution to avoid civilian damage. If the party carrying out the attack fails to prevent civilian damage, then the person who ordered the attack must be held accountable. In this thesis, the author discusses the problems caused by the use of drones and the steps that must be taken to prevent civilian damage or civilian deaths. At the end of this thesis, the author concludes that the rules of IHL are more than adequate to regulate the use of combat drones, but the problem is that these rules cannot be followed consistently.
