Abstract

Unsur-unsur patriarki yang masih terkandung di berbagai aspek kehidupan masyarakat Indonesia merupakan salah satu faktor utama yang menyebabkan implementasi CEDAW di Indonesia tidak berjalan secara optimal. Maka dari itu dibutuhkan kontribusi dari aktor non-negara yang dianggap lebih bisa mewakilkan dan menggapai masyarakat dibandingkan dengan pemerintah. PEKKA adalah salah satu LSM yang memiliki tujuan untuk memberdayakan perempuan kepala keluarga terutama di wilayah desa. Oleh karena itu, rumusan masalah dalam penelitian ini adalah bagaimana kontribusi PEKKA terhadap implementasi CEDAW dalam bidang pemberdayaan perempuan di Indonesia. Penelitian ini bertujuan untuk mendapatkan gambaran tentang peran penting CEDAW dan untuk mengetahui kontribusi, upaya-upaya, dan kerja sama PEKKA terhadap implementasi CEDAW. Pendekatan yang digunakan dalam penelitian ini adalah kualitatif dengan metode studi kasus. Data dikumpulkan melalui wawancara langsung dengan narasumber dan studi kepustakaan serta penelurusan daring. Data-data tersebut kemudian dianalisis menggunakan teknik analisis naratif. Teori yang digunakan untuk menganalisis penelitian ini adalah Neoliberalisme dengan didukung beberapa konsep seperti, Konvensi Internasional, HAM, NGO, Kerja sama Internasional, Interdependensi Kompleks, Kesetaraan dan Keadilan Gender. Berdasarkan penelitian yang dilakukan, PEKKA berkontribusi cukup banyak dalam upaya memaksimalkan implementasi CEDAW di Indonesia dengan melaksanakan advokasi, program, dan kerja sama dengan aktor-aktor lainnya di ranah nasional maupun internasional. PEKKA secara langsung maupun tidak langsung berkaitan untuk membantu meningkatkan pemahaman dan kualitas pemberdayaan perempuan dengan memaksimalkan implementasi CEDAW di Indonesia./The patriarchal elements that are still contained in various aspects of Indonesian people's lives are one of the main factors causing the implementation of CEDAW in Indonesia not to run optimally. Therefore, contributions from non-state actors are needed which are considered more able to represent and reach the community compared to the government. PEKKA is one of the NGOs whose goal is to empower female heads of households, especially in rural areas. Therefore, the formulation of the problem in this research is how does PEKKA contribute to the implementation of CEDAW in the field of women's empowerment in Indonesia. This study aims to get an overview of the important role of CEDAW and to find out PEKKA's contribution, efforts, and cooperation towards the implementation of CEDAW. The approach used in this research is qualitative with case study method. Data was collected through direct interviews with informants and literature studies and online searches. These data were then analyzed using narrative analysis techniques. The theory used to analyze this research is Neoliberalism supported by several concepts such as International Conventions, Human Rights, NGOs, International Cooperation, Complex Interdependence, Gender Equality and Justice. Based on the research conducted, PEKKA has contributed quite a lot in efforts to maximize the implementation of CEDAW in Indonesia by carrying out advocacy, programs and collaboration with other actors at the national and international levels. PEKKA is directly or indirectly related to helping increase the understanding and quality of women's empowerment by maximizing the implementation of CEDAW in Indonesia.
