Abstract

The amount of violence against women cases in Indonesia have been fluctuating during 2016 to 2020, due to the lack of real actions from Indonesian government and ASEAN as a regional organization in implementing efficient laws to address these issues. This research aims to examine the role of ASEAN in eradicating violence against women in Indonesia during 2016 to 2020. The theory and concepts used in this research are Constructivism theory, and the concept of women’s rights, regional organization, and advocacy. Moreover, this qualitative research is being conducted in a descriptive method. The analysis will show efforts from ASEAN in eradicating violence against women cases in the region where several key actions are expected to be implemented by ASEAN Member States (AMS), followed by how Constructivism theory approach is used in the section which emphasize on the use of idea. The analysis will also provide Indonesian government’s effort in implementing efficient laws as stated in their CEDAW Report which is a response towards recommendations given to Indonesia in 2012 which emphasizes women empowerment in education, health, economy, politics, and preventive mechanisms implemented in preventing more violence against women cases. / Jumlah kasus kekerasan terhadap perempuan di Indonesia kerap berfluktuasi sejak tahun 2016 hingga 2020, yang disebabkan karena kurangnya tindakan nyata dari pemerintah Indonesia dan ASEAN sebagai organisasi regional dalam menerapkan undang-undang yang efisien untuk mengatasi masalah tersebut. Penelitian ini bertujuan untuk mengkaji peran ASEAN dalam pemberantasan kekerasan terhadap perempuan di Indonesia selama tahun 2016 hingga 2020. Teori dan konsep yang digunakan dalam penelitian ini adalah teori Konstruktivisme, dan konsep hak perempuan, organisasi regional, dan advokasi. Selain itu, penelitian kualitatif ini dilakukan dengan metode deskriptif. Analisis akan menunjukkan upaya-upaya ASEAN dalam memberantas kasus kekerasan terhadap perempuan di kawasan di mana beberapa tindakan utama diharapkan dapat dilaksanakan oleh 10 negara anggota ASEAN, diikuti dengan bagaimana pendekatan teori Konstruktivisme yang menekankan pada penggunaan ide. Analisis ini juga akan memberikan upaya pemerintah Indonesia dalam menerapkan undang-undang yang efisien sebagaimana dinyatakan dalam Laporan CEDAW mereka yang merupakan respon terhadap rekomendasi yang diberikan kepada Indonesia pada tahun 2012 yang menekankan pemberdayaan perempuan di bidang pendidikan, kesehatan, ekonomi, politik, dan mekanisme preventif yang diterapkan dalam mencegah lebih banyak kekerasan. terhadap kasus perempuan.
