Abstract

Amerika Serikat (AS) adalah negara dengan populasi imigran terbesar di dunia. Salah satu negara asal imigran terbesar di Amerika Serikat ialah Meksiko. Kehadiran jumlah imigran Meksiko yang besar di Amerika Serikat menimbulkan dampak terhadap kebijakan imigrasi Amerika Serikat terutama pada masa pemerintahan Presiden Donald J. Trump. Skripsi ini bertujuan untuk membahas mengenai kebijakan imigrasi Amerika Serikat pada masa pemerintahan presiden Trump terhadap hubungan bilateral AS-Meksiko.Teori dan konsep yang digunakan dalam kerangka penelitian ini adalah realisme neoklasik, kepentingan nasional, dan keamanan nasional. Penelitian ini dilakukan dengan menggunakan pendekatan kualitatif. Informasi dikumpulkan melalui sumber-sumber sekunder yang berasal dari website, jurnal akademik, serta dokumen pemerintah. Data ini kemudian dievaluasi dengan menggunakan pendekatan analisis struktur naratif. Studi ini menganalisis kebijakan imigrasi AS pada era Trump yang merupakan implikasi dari slogan-slogan yaitu “America First” dan “Make America Great Again” serta dipengaruhi juga oleh kebijakan luar negeri AS yaitu “Grand Strategy: isolasionisme”. Kebijakan imigrasi ini dinilai diskriminatif terhadap imigran Meksiko, sehingga menimbulkan polemik bahkan berdampak pada hubungan bilateral AS-Meksiko. Hasil dari penelitian ini ialah dampak kebijakan imigrasi selama presiden Trump mempengaruhi hubungan bilateral AS-Meksiko menjadi lebih memburuk terutama di era pemerintahan presiden Enrique Peña Nieto. Namun, dampak yang timbul dalam hubungan bilateral AS-Meksiko di era presiden Meksiko selanjutnya yaitu Obrador justru tidak terlalu signifikan. Hal ini disebabkan oleh, kedua presiden yang memimpin Meksiko memiliki sikap politik yang berbeda dalam menanggapi kebijakan yang dikeluarkan negara AS, diketahui bahwa tanggapan yang diberikan dipengaruhi oleh kepentingan nasional negara masing-masing. / The United States (US) is the country with the largest immigrant population in the world. One of the largest immigrant-origin countries in the United States is Mexico. The presence of large numbers of Mexican immigrants in the United States had an impact on United States immigration policies, especially during the administration of President Donald J. Trump. This thesis discusses US immigration policies during the Trump administration towards US-Mexico bilateral relations. The theories and concepts used in this research framework are neoclassical realism, national interest, and national security. This research was conducted using a qualitative approach. Information is collected through secondary sources from websites, academic journals, and government documents. This data is then evaluated using a narrative structure analysis approach. This study analyzes US immigration policy during the Trump era, which is an implication of the slogans, namely "America First" and "Make America Great Again," and is also influenced by US foreign policy, namely "Grand Strategy: isolationism". This immigration policy is considered discriminatory against Mexican immigrants, causing polemics and impacting US-Mexico bilateral relations. The result of this research is the impact of immigration policy during Trump's presidency on the worsening of US-Mexico bilateral relations, especially during President Enrique Peña Nieto's administration. However, the effect of US-Mexico bilateral relations in the era of the next Mexican president, Obrador, was not too significant. This is because the two presidents who led Mexico have different political attitudes in responding to policies issued by the US state. It is known that the national interests of each country influence the response given.
