Abstract

Globalisasi telah membawa perubahan terhadap hubungan antar negara yang semakin terintegrasi, sehingga dewasa ini tercipta interdependensi ekonomi antar negara. Sektor pariwisata Indonesia dengan daya saing yang tinggi menyebabkan Presiden Joko Widodo menetapkan sektor pariwisata sebagai sektor prioritas unggulan dalam pembangunan nasional. Sebagai salah satu penggerak aktivitas ekonomi nasional, pengembangan sektor pariwisata bertujuan untuk membawa kesejahteraan bagi masyarakat melalui pertumbuhan ekonomi Indonesia. Aktivitas ekonomi dalam sektor pariwisata berdampak pada devisa negara, produk domestik bruto, serta nilai realisasi investasi. Berdasarkan hal tersebut, Indonesia menjadikan sektor pariwisata sebagai soft power untuk mewujudkan kepentingan nasional. Dalam rangka meningkatkan dampak sektor pariwisata terdapat pertumbuhan ekonomi, Indonesia menggencarkan diplomasi ekonomi ke Australia, sebagai negara dengan jumlah wisatawan dan pengeluaran yang tinggi di Indonesia. Penelitian ini bertujuan untuk mengkaji diplomasi ekonomi Indonesia ke Australia dalam sektor pariwisata pada masa pemerintahan Presiden Joko Widodo tahun 2014 hingga 2019, serta menganalisis dampak dari diplomasi ekonomi tersebut bagi kepentingan ekonomi Indonesia. Berdasarkan data sekunder yang diperoleh melalui studi kepustakaan, penulis menggunakan metode penelitian deskriptif dan teknik analisis data naratif dalam menjelaskan bentuk serta tahapan diplomasi ekonomi Indonesia ke Australia secara kronologis dan komprehensif. Hasil dari penelitian ini menjelaskan bahwa upaya diplomasi ekonomi yang Indonesia lakukan ke Australia sudah sangat baik, meskipun tetap diperlukan revitalisasi relasi antara Indonesia dan Australia guna memperoleh kepercayaan Australia kepada Indonesia dalam penanaman modal asing. Dampak sektor pariwisata bagi kepentingan ekonomi Indonesia pada masa pemerintahan Presiden Joko Widodo periode pertama telah mengalami peningkatan meskipun belum signifikan. Hal ini disebabkan oleh proses pembangunan infrastruktur yang masih berjalan, sehingga dampak tersebut baru dapat dirasakan secara signifikan dalam jangka panjang./Globalization has brought changes between countries that are increasingly integrated to such an extent that economic interdependence is created between countries. Indonesia’s tourism sector with its high competitiveness has encouraged President Joko Widodo to authorize the tourism sector as one of the priority sectors in national development. As a driving force for Indonesia’s national economy, the development of the tourism sector aims to bring prosperity to the community through Indonesia’s economic growth. Moreover, economic activity in the tourism sector has a positive impact on the country’s foreign exchange, gross domestic product, and the value of investment. Hence, Indonesia’s tourism sector is one of Indonesia’s soft power to acquire national interests. In order to increase the impact of the tourism sector on economic growth, Indonesia is intensifying its economic diplomacy with Australia, a country with a high number of tourist visits and spending in Indonesia. This research aimed to examine Indonesia economic diplomacy with Australia in the tourism sector during the first term of President Joko Widodo (2014-2019), and analyze the impact of Indonesia’s economic diplomacy on Indonesia economic growth. Based on secondary data obtained through literature studies, the author uses descriptive research methods and narrative data analysis techniques to chronologically and comprehensively explain the forms and processes of Indonesia’s economic diplomacy with Australia. Furthermore, the result of this research explains that Indonesia has maximized its economic diplomacy with Australia, although revitalization of relations between Indonesia and Australia is still needed in order to gain Australia’s trust in Indonesia’s foreign investment. The impact of the tourism sector on Indonesia’s economic growth during the first term of President Joko Widodo has increased, however it does not yet show significant impact. This is due to the ongoing infrastructure development process, therefore the significant impact will show in the long term.
