Abstract

The usage of the internet is growing significantly, making the internet one of the primary needs in many people’s lives. Especially in the Republic of Indonesia, the increasing population results in a growing number of internet users. Unfortunately, there are still many unreached territories in the Indonesian archipelago that do not have connection to the internet caused by the lack of infrastructure in the area. The purpose of this research is to analyze the efforts of the Indonesian Government through the Ministry of Communications and Informatics on developing infrastructure to increase internet access in unreached areas and to analyze the actions of the private sector in developing ICT infrastructure to aid in leveling access to the internet in the unreached areas of Indonesia, both in which as part of the Universal Service Obligation (USO). The research method used is a normative research, which uses the legislation of the Republic of Indonesia based on the hierarchy and applying the legal rules to analyze the problem(s) of the research. The result of the research is first, the Government’s effort on developing infrastructure based on the current regulation and strategic plan to reach its goals during this 5-year development period to increase the penetration of internet users in the unreached areas. Secondly, the effort from the private sector to participate in developing ICT infrastructure by collaborating with the Government through Public-Private Partnerships (PPP) in order to reach the same goal to increase the usage of the internet in the unreached areas of Indonesia.
