Abstract

Letak Indonesia yang berada di poros maritim dunia membawa konsekuensi munculnya sejumlah tantangan yang dihadapi. Meningkatkan eskalasi persaingan negara kekuatan besar di kawasan Asia Pasifik dipicu dengan kebangkitan Tiongkok di Laut China Selatan membuat Indonesia sebagai salah satu negara yang memiliki letak geografis di kawasan merasakan ancaman yang nyata terhadap keamanan kedaulatan negaranya. Di sisi lain, sikap asertif Tiongkok yang mengklaim perairan teritorial Indonesia dinilai sangat merugikan. Sementara itu, Indonesia sebagai negara kekuatan menengah tidak dapat menghadapi Tiongkok sendirian karena keterbatasan yang dimiliki sehingga mendorong terjalinnya hubungan kerja sama dengan Jepang. Penelitian yang dilakukan bertujuan untuk menganalisis kerja sama antara Indonesia dan Jepang melalui pembentukan Indonesia-Japan Maritime Forum (IJMF) serta implementasi yang dihasilkan melalui IJMF sebagai sarana untuk memenuhi kepentingan nasional Indonesia. Peneliti menggunakan teori Neorealisme yang didukung oleh konsep kepentingan nasional, kerja sama bilateral, diplomasi maritim, dan geopolitik. Kemudian, penelitian kualitatif ini menggunakan metode deskriptif. Pengumpulan data dilakukan melalui studi literatur dan sumber daring. Dari hasil penelitian adalah pembentukan IJMF dijadikan sebagai instrumen bagi Indonesia untuk menghadapi isu ancaman keamanan maritim di tengah persaingan kebangkitan negara-negara besar di Laut China Selatan, sekaligus memanfaatkan kehadiran Jepang untuk meningkatkan pengawasan dan memfasilitasi pengembangan pada domain maritim Indonesia./ Indonesia’s position between the world’s maritime axis brings the consequences for the emerging problems. The escalation of competition between powerful nations in Asia Pacific due to China’s rise in the South China Sea endangers the sovereignty of Indonesia, one of the geographically neighbouring countries. On the other hand, the assertive behaviour of China claiming Indonesia’s territorial waters is found detrimental to Indonesia. Indonesia is regarded as a middle power country which cannot confront China on its own due to its inability, which leads to a cooperative relation with Japan. This study aims to analyse the cooperative relation between Indonesia and Japan through the establishment of Indonesia-Japan Maritime Forum (IJMF) and implementation of IJMF, which serves to fulfill the national interest of Indonesia. The researcher uses the theory of neorealism, supported by the concepts of the national interest, bilateral relations, maritime diplomacy, and geopolitics. The data is collected through literature study and online searches. This qualitative study uses a descriptive method. In collecting the data, the researcher uses a literature review and online sources. The result of this study demonstrates that the establishment of IJMF serves as an instrument for Indonesia to face the threat to its maritime security in the midst of competition for awakening among big countries in the South China Sea, and to utilise Japan’s presence to strengthen the security and facilitate the developments in Indonesia’s maritime domain.
