Abstract

Mikrocip merupakan suatu barang yang memiliki potensi yang sangat besar bagi masa depan Indonesia. Potensi yang besar ini disebabkan karena mikrocip pada masa yang akan mendatang akan berdampak terhadap industri dan juga ekonomi digital serta perencanaan strategis pemerintah dimasa mendatang sehingga pemerintah perlu melindungi ketersediaan mikrocip. Namun, krisis mikrocip dunia membuat negara di dunia termasuk Eropa dan Amerika membuat peraturan khusus dengan tujuan untuk melindungi mikrocip. Pemerintah Indonesia sendiri di dalam kebijakan secara tidak langsung sudah melakukan berbagai upaya dalam melindungi SCM Mikrocip dengan memberlakukan kebijakan prioritas investasi serta membuat kebijakan khusus terhadap barang yang di anggap pokok dan penting mengenai penyimpanan dan pendistribusian. Namun, sungguh di sayangkan bahwa mikrocip tidak di masukan kedalam barang penting / pokok sehingga tidak mendapatkan perlindungan pasokan yang cukup. Oleh sebab itu, penulis melakukan penelitian dengan tehnik RIA (Regulatory Impact Assessment) Analisis jika mikrocip masuk sebagai barang penting yang wajib di lindungi SCM nya. Pada akhirnya, penulis menemukan bahwa mikrocip yang masuk sebagai barang penting berdampak besar terhadap percepatan pencapaian Bappenas 2045,project digitalisasi ekonomi, serta riset dan teknologi di bidang industri yang pada akhirnya meningkatkan TKDN di bidang teknologi. / Microchip is an item that has enormous potential for Indonesia's future. This great potential is due to the fact that future microchips will have an impact on the industry as well as the digital economy as well as the government's strategic planning in the future so that the government needs to protect the availability of microchips. However, the world microchip crisis has forced countries in the world including Europe and America to make special regulations with the aim of protecting microchips. The Indonesian government itself in policy has indirectly made various efforts to protect SCM Microchips by imposing investment priority policies and making special policies on goods that are considered basic and important regarding storage and distribution. However, it's a shame that microchips are not included in essential goods so they don't get enough supply protection. Therefore, the authors conducted research using the RIA (Regulatory Impact Assessment) technique. Analysis if a microchip is included as an important item that must be protected by its SCM. In the end, the authors found that microchips included as important items had a major impact on accelerating the achievement of Bappenas 2045, economic digitization projects, as well as research and technology in the industrial sector which ultimately increased TKDN in the technology sector.
