Abstract

Pada skripsi ini membahas tentang kebijakan pemerintah kota Surabaya dalam menangani Covid-19, yang mana melihat langkah-langkah yang dilakukan oleh pemerintah untuk mencegah Covid-19. Dalam melaksanakan kebijakan untuk menangani Covid-19, Pemerintah kota Surabaya mengeluarkan langkah-langkah yang bertujuan untuk mencegah penyebaran Covid-19, salah satu langkah-langkahnya adalah dengan menerapkan PSBB dan protocol kesehatan. Selain itu, pemerintah kota Surabaya juga menggunakan Peraturan Walikota Surabaya Nomor 16 Tahun 2020 Tentang Pedoman Pembatasan Sosial Berskala Besar Dalam Penanganan Coronavirus Disease 2019 (COVID-19) di Kota Surabaya sebagai dasar dalam menjalankan PSBB dan juga menerapkan protocol kesehatan dan juga vaksin yang mana untuk mencegah menyebarnya virus Covid- 19. Dalam skripsi ini menggunakan tipe penelitian yuridis normatif melalui pendekatan Statute Approach, Conceptual Approach, dan Historical Approach. Dalam penelitian ini merujuk dari Peraturan Walikota Surabaya dan Peraturan Gubernur Jawa Timur sebagai dasar untuk menganalisis lebih lanjut dala m penelitian ini. / This thesis discusses the policies of the Surabaya city government in dealing with Covid-19, which looks at the steps taken by the government to prevent Covid-19. In implementing policies to deal with Covid-19, the Surabaya city government issued measures aimed at preventing the spread of Covid-19, one of the steps is to implement PSBB and health protocols. In addition, the Surabaya city government also uses Surabaya Mayor Regulation No. 16 of 2020 concerning Guidelines for Large-Scale Social Restrictions in Handling Coronavirus Disease 2019 (COVID-19) in the City of Surabaya as a basis for implementing PSBB and also implementing health protocols and vaccines which are used for prevent the spread of the Covid-19 virus. This thesis uses a normative juridical research type through the Statute Approach, Conceptual Approach, and Historical Approach. In this study, referring to the Regulation of the Mayor of Surabaya and the Regulation of the Governor of East Java as the basis for further analysis in this study.
