Abstract

Internasional Labor Organization (ILO) mewujudnyatakan visi dan misinya melalui kerja sama dengan pemerintah Indonesia sebagai salah satu anggota ILO dalam sebuah program Decent Work for Food Security and Sustainable Rural Development (DW4FS) yang menyasar isu kemiskinan dan kerja layak pada salah satu provinsi paling rentan di Indonesia yaitu Nusa Tenggara Timur (NTT). Penelitian ini dilakukan untuk melihat lebih jelas mengenai kontribusi apa saja yang telah diberikan ILO terhadap proses pengentasan kemiskinan diwilayah Nusa Tenggara Timur serta tantangan yang dihadapi ILO selama mengimplementasikan program DW4FS untuk kemudian dapat diambil pelajaran yang mampu meningkatkan dampak positif dari kerja sama pemerintah dan organisasi internasional. Penelitian ini menganut teori Neoliberalisme dan menggunakan beberapa konsep sebagai kerangka penelitian yaitu Negara Berdaulat Sebagai Anggota Organisasi Internasional, Kolaborasi Internasional, Institusi Internasional, Pembangunan Internasional, Pengentasan Kemiskinan Yang Melibatkan Institusi Internasional, Peningkatan Kapasitas Oleh Institusi Internasional, dan Kelompok Target. Pada penelitian ini diterapkan pendekatan kualitatif dengan metode studi kasus yang menilik secara khusus implementasi DW4FS pada salah satu kabupaten di NTT yaitu Kabupaten Kupang. Data dikumpulkan melalui proses observasi lapangan, proses wawancara dengan beberapa pihak terdampak, dan juga studi kepustakaan serta penelusuran secara dalam jaringan (daring). Data-data yang telah didapatkan kemudian dianalisis dengan metode ilustratif. Penulis menemukan bahwa kontribusi yang ILO berikan berfokus pada perubahan pola produksi yang lebih efisien, tata cara berorganisasi, peningkatan kemampuan kewirausahaan, dan peningkatan kemampuan pengelolaan keuangan. Penelitian ini juga menemukan bahwa kesiapan masyarakat dan pemerintah dalam menerima perubahan menjadi sebuah tantangan dalam implementasi program DW4FS tersebut. / International Labour Organization (ILO) realizes its vision and mission by collaborating with the government of Indonesia as one of the state members of ILO in one of its programs, namely Decent Work for Food Security and Sustainable Rural Development (DW4FS) that targets the issue of poverty and decent work on one of the most vulnerable provinces in Indonesia, namely Nusa Tenggara Timur (NTT). This research was conducted to see more clearly what contributions the ILO has made to the process of poverty alleviation in the region of NTT as well as the challenges that faced by ILO while implementing DW4FS program so that lessons can be drawn in order to increase the positive impact of the cooperation between state government and international organization. This research uses Neoliberalism Theory and some concepts as the research framework such as the concept of Sovereign State as The Member of International Organization, International Collaboration, International Institution, International Development, Poverty Alleviation Involving International Institution, Capacity Building by International Institution, and Targeted Group. In this study, qualitative approach was applied using the case study method which specifically looked at the implementation of DW4FS in one of the districts in NTT, namely Kupang District. Data was collected through a field observation process, interviews with several affected parties, as well as literature studies and online research. The collected data is then analyzed with the illustrative method. The author found that the contributions made by ILO focused on changing the production patterns to make them more efficient, organizational procedures, enhancing entrepreneurial skills, and improving the financial management capabilities. This research also found that the readiness of the community and the government to accept changes is a challenge in the implementation of DW4FS program.
