Abstract

Salah satu upaya global untuk memperkuat kerja sama adalah dengan penyelarasan nilai-nilai. Pembentukan Sustainable Development Goals, adalah langkah yang diambil institusi PBB dalam menyelaraskan nilai-nilai. Nilai demokrasi dan tata kelola tercantum dalam SDGs Nomor 16 “Peace, Justice, and Strong Institutions”. Penelitian ini hendak menjelaskan mengapa dan bagaimana DPR RI sebagai aktor subnasional berperan dalam mengimplementasikan SDGs nomor 16. Pengkajian dilakukan menggunakan perspektif Neoliberal Institusionalisme dengan dibantu teori-teori di ranah ini, yaitu: teori complex interdependence untuk menjelaskan situasi sistem internasional yang kompleks dimana parlemen dapat bersinggungan langsung dengan institusi internasional, teori institutionalism untuk menjelaskan rasionalisasi keterlibatan DPR RI dan alasan PBB dan IPU melibatkan parlemen, serta teori rejim untuk menjelaskan SDGs 16 sebagai agenda rejim global. Pendekatan yang dipakai adalah pendekatan kualitatif, dengan metode deskriptif. Peneliti mengumpulkan data primer lewat wawancara, dan data sekunder lewat studi pustaka. Penelitian ini menemukan bahwa rezim demokrasi global dan DPR RI keduanya saling membutuhkan, dimana IPU/PBB membutuhkan aktor domestik untuk menyebarkan nilai-nilai yang mereka usung, dan aktor tersebut adalah DPR RI sebagai aktor domestik. Keterlibatan DPR RI mempunyai dua rasionalisasi. Pertama, DPR RI ingin menunjukkan eksistensi secara internasional sebagai parlemen yang baik dan menjadi role-model dalam mengimplementasi SDGs. Kedua, adalah urgensi DPR RI secara nasional lewat keadaan demokrasi yang masih kurang baik, sehingga penting guna mengembalikan kepercayaan masyarakat. Penelitian ini juga menemukan bahwa DPR RI berperan dalam implementasi SDGs 16 lewat fungsi legislasi, fungsi anggaran, dan fungsi pengawasan. Selain itu, Badan Kerja Sama Antar Parlemen DPR RI berperan lewat program-program dan kerja sama. / One of the global efforts to strengthen cooperation is by aligning values. Establishment of Sustainable Development Goals is a step taken by the UN to aligning states values. The values of democracy and good governance are listed in SDGs Goals 16 "Peace, Justice, and Strong Institutions". This research seeks to explain why and how the DPR RI as a sub-national actor has a role in implementing Goals 16. The study was carried out using the Neoliberal Institutionalism perspective with the assistance of theories in this field, namely: complex interdependence theory to explain complex international system situations where parliament can intersect directly with international institutions, institutionalism theory to explain the rationalization of the involvement of the DPR RI and the reasons for the UN and IPU involving parliament, as well as regime theory to explain Goals 16 as a global regime agenda. The approach used is a qualitative approach, with a descriptive method. Researchers collected primary data through interviews, and secondary data through literature. This research finds that the global democratic regime and the DPR RI both need each other, where the IPU/UN need domestic actors to spread their values, and that actor is the DPR RI as a domestic actor. The involvement of the DPR RI has two rationalizations. First, the DPR RI wants to show its existence internationally as a good parliament and become a role-model in implementing the SDGs. Second, the current state of democracy that’s unfavorable making the national urgency for DPR RI to restore public trust. This research also found that the DPR RI plays a role in the implementation of SDGs 16 through its legislative function, budget function and oversight function. In addition, the DPR RI Inter-Parliamentary Cooperation Agency plays a role through programs and cooperation.
