Abstract

Singapura menjadi satu-satunya negara maju di kawasan Asia Tenggara, predikat tersebut didapatkan melalui kerja keras Singapura melalui berbagai kebijakan yang berlandaskan pada “Keamanan Nasional”. Lee Kuan Yew sebagai founding father telah menetapkan kepentingan nasional sebagai dasar dari pengambilan kebijakan di negara tersebut, ancaman keamanan regional juga menjadi perhatian Lee Kuan Yew sebagai antisipasi terhadap keamanan nasional Singapura. Krisis pengungsi Indocina sebagai kasus pengungsi perdana di Singapura, memperlihatkan eksistensi dari pemikiran Lee Kuan Yew yang di salurkan melalui kebijakan luar negeri Singapura. Penelitian ini membahas mengenai dampak pemikiran Lee Kuan Yew terhadap rumusan kebijakan luar negeri Singapura terkait krisis pengungsi Indocina. Teori dan konsep yang digunakan terdiri dari gagasan, ide dan analisis kebijakan luar negeri. Penelitian ini menggunakan pendekatan kualitatif dengan metode penelitian naratif. Hasil penelitian menunjukkan bahwa pemikiran Lee Kuan Yew berpengaruh besar terhadap kebijakan luar negeri Singapura dalam menangani krisis pengungsi Indocina. Dalam beberapa kesempatan, Lee Kuan Yew menyampaikan kepada publik melalui pidato dan wawancara di media bahwa Singapura akan segera menangani krisis pengungsi Indocina untuk menciptakan stabilitas keamanan Singapura. Wawancara, pidato dan pernyataan yang dibagikan oleh Lee Kuan Yew melalui media, memperlihatkan gagasan dan ide pemikiran Lee Kuan Yew yang tertuang di dalam kebijakan luar negeri. Dengan demikian, dapat disimpulkan bahwa pemikiran Lee Kuan Yew berdampak signifikan terhadap kebijakan luar negeri Singapura dalam menangani krisis pengungsi Indocina pada tahun 1975-1979. / Singapore is the only developed country in the Southeast Asian region, this title was obtained through Singapore's hard work through various policies based on "national security". Lee Kuan Yew as a founding father has established national interests as the basis for policy making in the country, regional security threats are also a concern of Lee Kuan Yew as an anticipation of Singapore's national security. The Indochinese refugee crisis as the first refugee case in Singapore, shows the existence of Lee Kuan Yew's thoughts which are channeled through Singapore's foreign policy. This study discusses the impact of Lee Kuan Yew's thoughts on Singapore's foreign policy formulation regarding the Indochina refugee crisis. The theories and concepts used consist of foreign policy ideas, ideas and analysis. This study used a qualitative approach with narrative research methods. The results of the study show that Lee Kuan Yew's thinking has had a major influence on Singapore's foreign policy dealing with the Indochina refugee crisis. On several occasions, Lee Kuan Yew conveyed to the public through speeches and interviews in the media that Singapore would immediately deal with the Indochina refugee crisis to create stability and security for Singapore. Interviews, speeches and statements shared by Lee Kuan Yew through the media, show Lee Kuan Yew's thoughts and ideas as contained in foreign policy. Thus, it can be concluded that Lee Kuan Yew's thoughts had a significant impact on Singapore's foreign policy in dealing with the Indochina refugee crisis in 1975-1979.
