Abstract

Pendaftaran tanah sistematik lengkap merupakan legalisasi asset berupa kegiatan pendaftaran tanah untuk pertama kali yang dilakukan secara serentak dalam rangka memberikan jaminan kepastian hukum berupa penerbitan sertifikat hak atas tanah. Mengingat pendaftaran tanah secara sistematik didasarkan pada suatu rencana kerja dan dilaksanakan di wilayah-wilayah yang ditetapkan oleh menteri. Pendaftaran tanah secara sistematik dilaksanakan atas prakarsa pemerintah, maka kegiatan tersebut didasarkan pada suatu rencana kerja yang ditetapkan oleh menteri. Rumusan masalah yang diajukan yaitu: bagaimana pelaksanaan pendaftaran tanah sistematik lengkap di Kantor Pertanahan Kota Admnistrasi Jakarta Selatan dan apa hambatan yang dihadapi di Kantor Pertanahan Kota Administrasi Jakarta Selatan dalam pelaksanaan pendaftaran tanah sistematik lengkap. Penelitian ini menggunakan metode penelitian normatif-empiris, data yang dikumpulkan dengan cara studi pustaka dan penelitian dilokasi obyek penelitian serta wawancara dengan narasumber yang terkait. Hasil penelitian menunjukan bahwa pelaksanaan PTSL di Kantor Pertanahan Kota Administrasi Jakarta Selatan telah sesuai dengan peraturan yang berlaku dalam Peraturan Menteri Agraria Nomor 6 Tahun 2018. Dalam pelaksanaannya terdapat hambatan-hambatan baik dari segi teknis maupun yuridis seperti, tingkat pendidikan masyarakat, pemohon PTSL susah untuk dihadirkan pada saat kegiatan pengukuran, tanda batas tidak terpasang, kurangnya sarana dan prasarana dalam pelaksanaan kegiatan PTSL, kelengkapan syarat administrasi, warga menunggu penyelesaian kluster 3 (K3) tahun anggaran 2018, kurangnya sumber daya manusia untuk satgas fisik, sebagian warga masyarakat tidak mau ikut dalam program PTSL dan lainnya / Complete systematic land registration is the legalization of assets in the form of land registration activities for the first time carried out simultaneously in order to provide legal certainty in the form of the issuance of land rights certificates. Bearing in mind that land registration is systematically based on a work plan and implemented in areas determined by the minister. Systematic land registration is carried out on a government initiative, so the activity is based on a work plan determined by the minister. The formulation of the problem proposed is: how to implement a systematic systematic land registration at the Land Administration Office of the South Jakarta Administration and what are the obstacles encountered at the South Jakarta City Land Administration Office in the Implementation of a Systematic Complete Land Registry. This research uses a normative-empirical research method, data collected by means of literature study and research at the location of research objects and interviews with related sources. The results showed that the implementation of PTSL in the Land Administration Office of South Jakarta City Administration was in accordance with the applicable regulations in the Regulation of the Minister of Agrarian Number 6 Year 2018. In the implementation there were technical and juridical obstacles such as, the level of public education, PTSL applicants found it difficult to presented during measurement activities, boundary markers not installed, lack of facilities and infrastructure in the implementation of PTSL activities, completeness of administrative requirements, residents waiting for completion of cluster 3 (K3) of the 2018 budget year, lack of human resources for physical task force, some members of the community do not want to participate in PTSL and other programs
