Abstract

Terorisme merupakan suatu aksi kriminal yang bersifat transnasional, salah satu contoh kelompok terorisme di Asia Tenggara adalah kelompok Abu Sayyaf yang berbasis di Filipina Selatan. Kelompok ini melakukan tindakan penculikan, penyanderaan, perompakan, dan berbagai hal kriminal lainnya. Maka dari itu, Aksi yang dilakukan oleh kelompok Abu Sayyaf membawa kekhawatiran bagi negara-negara yang berada di Asia Tenggara khususnya Indonesia, Malaysia dan Filipina. Dengan mempertimbangkan latar belakang ini dengan rumusan masalah yang pertama adalah mengapa penanganan terorisme transnasional di Asia Tenggara memerlukan kerja sama antar negara, khususnya kerja sama trilateral Indonesia, Malaysia dan Filipina? Serta Bagaimana implementasi kerja sama trilateral Indonesia, Malaysia dan Filipina dalam mengatasi isu terorisme transnasional 2016 sampai 2020?. Dengan metode kualitatif dan kerangka berpikir neo liberalisme penelitian ini menemukan bahwa terdapat suatu kepentingan bersama dari ketiga negara untuk mengatasi tindakan terorisme transnasional hal ini disebabkan bahwa ditemukan adanya suatu penghubung dalam pergerakan terorisme contohnya terdapat warga negara asing yang mengikuti kelompok tersebut, adanya perekrutan warga negara asing dalam aksi terorisme, serta kelompok ini melakukan penyanderaan terhadap warga negara asing. Dikarenakan hal tersebut maka kerja sama menjadi hal yang penting dikarenakan dalam dunia internasional adanya karakteristik yang saling ketergantungan. Kerja sama tidak hanya dilakukan dalam isu ekonomi, semua isu menjadi penting dalam dunia internasional. Hal ini dapat dilihat juga bahwa dalam keadaan tersebut kerja sama trilateral yang dilakukan oleh Indonesia, Malaysia dan Filipina dapat menurunkan angka kriminalitas yang terjadi di area yang telah disetujui bersama dalam rentang waktu penelitian ini dilakukan. /Terrorism is a transnational criminal activity, one example of a terrorist group in Southeast Asia is the Abu Sayyaf group based in the Southern Philippines. This group carries out acts of kidnapping, hostage-taking, piracy, and various other criminal things. Therefore, the actions carried out by the Abu Sayyaf group have brought concern to countries in Southeast Asia, especially Indonesia, Malaysia, and the Philippines. Considering this background, the first formulation of the problem is why does the handling of transnational terrorism in Southeast Asia require cooperation between countries, especially the trilateral cooperation between Indonesia, Malaysia, and the Philippines? And how is the implementation of trilateral cooperation between Indonesia, Malaysia, and the Philippines in overcoming the issue of transnational terrorism from 2016 to 2020? Using qualitative methods and the framework of neo-liberalism, this research finds that there is a common interest of the three countries to overcome acts of transnational terrorism. the acts of terrorism, as well as this group taking hostages against foreign nationals. Because of this, cooperation is important because in the international world there are features of interdependence. Cooperation is not only carried out on economic issues, but all issues are also important in the international world. It can also be seen that in these circumstances the trilateral cooperation carried out by Indonesia, Malaysia, and the Philippines can reduce the crime rate that occurs in the areas that have been mutually agreed upon within the period of this research.
