Abstract

Kerajaan Arab Saudi merupakan negara yang tengah berada dalam transisi dari negara yang bergantung pada hard power menjadi negara yang lebih bergantung pada soft power yang didukung oleh program pemodelan ulang ekonomi, politik, dan sosial kerajaan yakni Visi Saudi 2030. Bagian penting dari program ini adalah olahraga, terutama sepak bola. Daya tarik sepak bola yang mendunia untuk menarik kepercayaan dan perhatian dunia mendukung Kerajaan Arab Saudi mengambil kesempatan untuk mengakuisisi salah satu klub sepak bola terbesar di Inggris, Newcastle United. Skala ambisi dan pengeluaran kerajaan yang mencolok untuk strategi jangka panjang tidak konvesional ini menjadi topik yang menarik untuk diteliti lebih lanjut. Realisme Neoklasik menjadi teori utama yang digunakan dalam penelitian guna membahas kesinambungan pengambilan kebijakan luar negeri yang berdasar pada kepentingan nasional dengan konsep soft power dan smart power. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus intrinsik untuk memperdalam studi akuisisi Newcastle United sebagai upaya untuk menekankan betapa pentingnya olahraga dalam strategi kebijakan luar negeri rezim tersebut. Data yang dikumpulkan dalam penelitian diperoleh melalui data sekunder dengan teknik studi kepustakaan serta penelusuran daring. Proses pengolahan dan analisis data dilaksanakan melalui teknik metode ilustratif untuk melihat signifikansi topik dengan teori yang digunakan. Sehubungan dengan upaya untuk mengkonversi klub sebagai sumber daya soft power, Kerajaan Arab Saudi menyediakan pendanaan mencapai miliaran dolar ke dalam pengembangan klub dan menjalankan kemampuan manajerial untuk memimpin klub tersebut menuju kegemilangan. Pengupayaan tersebut pada akhirnya menghadirkan citra entitas yang dapat diandalkan layaknya “pahlawan” bagi kerajaan dan menunjukkan karakteristik penguatan soft power yang baik. / The Kingdom of Saudi Arabia is a country that is transitioning towards a country that is more dependent on soft power, which is supported by the kingdom's economic, political, and social remodelling program known as the Saudi Vision 2030. An important part of this program is sports, especially football. Football’s worldwide appeal to attract immense global trust and attention strengthened the kingdom’s decision to acquire Newcastle United Football Club. The stark scale of Saudi Arabia's ambitions on this unconventional long-term strategy is an interesting subject for further research. Neoclassical Realism is the main theory used in the research to discuss the continuity of foreign policy strategy based on national interests with the concepts of soft power and smart power. This study uses a qualitative approach with an intrinsic case study method to deepen the study of the acquisition as an effort to show the importance of sports in the regime's foreign policy. The data collected in the research were obtained through secondary data using literature study techniques. Data processing and analysis are carried out through the illustrative method to evaluate the topic’s significance with the theory used. In compliance with converting the club into a source of soft power, the kingdom provides funding reaching billions of dollars into club development and managerial capabilities to lead the club to glory. These efforts ultimately present the image of a reliable entity similar to a “hero” for the kingdom and characteristics of a strong wielding of soft power.
