Abstract

Pencalonan keanggotaan Turki di Uni Eropa (UE) telah menarik perhatian banyak politikus dan mahasiswa Hubungan Internasional karena lamanya proses aksesi pada pencalonan ini turut menuai kekuatan dan kelemahan bagi kelembagaan UE itu sendiri. UE memiliki berbagai kepentingan strategis dalam mempertahankan pencalonan keanggotaan Turki untuk menghadapi krisis eksistensial di luar kawasan, termasuk mencegah pengaruh hegemoni Rusia di Turki dan kawasan-kawasan tertentu yang memiliki nilai berharga bagi kelangsungan hidup Eropa. Maka dari itu, penulis akan menggunakan teori Neorealisme untuk mengetahui lebih dalam tujuan kemitraan UE dengan Turki melalui pencalonan keanggotaan ini yang terjadi di bawah tekanan hegemoni dan ancaman eksternal. Penulis akan menggunakan metode penelitian historis untuk mengetahui faktor latar belakang kepentingan UE dalam mempertahankan pencalonan keanggotaan Turki yang memiliki hubungan erat dengan sejarah kebijakan perluasan regionalisme Eropa. Melalui metode ini, penulis menemukan hal baru terkait tantangan yang mungkin terjadi apabila Turki bergabung menjadi negara anggota UE. Penemuan baru ini tentu berkaitan dengan tantangan kestabilan dan keamanan UE yang tidak terlepas dari keberadaan Turki dalam aliansi the North Atlantic Treaty Organization (NATO). Demikian, penelitian ini mampu memberikan kesan baru terhadap pembaca terkait kepentingan UE dalam mempertahankan pencalonan keanggotaan Turki yang turut diikuti oleh tantangan yang mungkin selama ini tidak disadari oleh banyak orang. / Turkey's membership candidacy in the European Union (EU) has attracted the attention of frequent politicians and students of International Relations because the extensive accession process of this candidacy also reaps the strengths and weaknesses of the EU institution itself. The EU has numerous strategic interests in preserving Turkey's membership candidacy which is aimed in dealing with existential crises outside the region, including preventing Russia's hegemonic influence in Turkey and certain areas that have foremost values for Europe's survival. Therefore, the author will apply the Neorealism theory to expose further about the goals of the EU's partnership with Turkey through membership candidacy that occurs under hegemonic pressure and external threats. The author will utilize historical research methods to determine background factors of the EU interest in preserving Turkey’s membership candidacy that has a compact relationship with the history of European regionalism expansion policies. Through this method, the author discovers new things regarding the challenges that might come to pass if Turkey joins as an EU member state. These new discoveries are certainly related to the EU's stability and security challenges which are inseparable from Turkey's presence in the North Atlantic Treaty Organization (NATO) alliance. Thus, this research is able to offer readers a new impression regarding the EU interests in preserving Turkey’s membership candidacy which is also followed by the challenges that several people may not have been aware of.
