Abstract

Kerja sama bilateral antara Indonesia dan Malaysia dalam program kebudayaan Titian Muhibah menjadi jembatan pembangunan kedua negara, dan sebagai upaya untuk membangun kembali kepercayaan (trust building) untuk meredakan ketegangan yang sebelumnya terjadi. Penelitian ini membahas dua hal yaitu alasan pemilihan program Titian Muhibah sebagai upaya diplomasi publik serta pengaruh dari program Titian Muhibah dalam mempererat hubungan Indonesia dengan Malaysia. Tujuan dari penelitian ini berguna untuk menggambarkan dinamika kerja sama Indonesia dan Malaysia sekaligus mengevaluasi pengaruh dari Titian Muhibah itu sendiri. Teori neoliberalisme merupakan landasan dalam penelitian ini dengan beberapa konsep seperti interdependensi, politik luar negeri, kerja sama bilateral, dan diplomasi publik. Penelitian ini menggunakan pendekatan penelitian kualitatif dengan metode penelitian historis komparatif, melalui data sekunder dan teknik analisis data narrative analysis. Konsep ‘Serumpun’ yang erat dalam hubungan kedua negara serta tujuan pembangunan menjadi faktor pendukung kerja sama yang terbentuk antar kedua negara ini. Di satu sisi, pengaruh dari program Titian Muhibah memberikan pemahaman bahwa Indonesia dan Malaysia sudah saling terikat secara budaya sehingga ketegangan hanya akan merugikan kedua belah pihak. Selain mendorong rekonsiliasi, Indonesia dan Malaysia ingin menunjukkan pemahaman mengenai budaya Kemelayuan (Malayness) menjadi tujuan dari implementasi diplomasi publik. Pada akhirnya program Titian Muhibah yang berjalan dari tahun 1985 sampai tahun 1998 mampu membantu kedua negara tetangga tersebut meredam ketegangan yang pernah terjadi, serta membantu mencegah hadirnya bibit-bibit potensi ketegangan dalam relasi bilateral antara Indonesia dan Malaysia. / Bilateral cooperation between Indonesia and Malaysia in the Titian Muhibah cultural program is a bridge for the development of the two countries and an effort to rebuild trust (trust building) to ease tensions that previously occurred. This research discusses two things: the reasons for choosing the Titian Muhibah program as a public diplomacy effort and the influence of the Titian Muhibah program in strengthening relations between Indonesia and Malaysia. This study helps describe the dynamics of cooperation between Indonesia and Malaysia and evaluate the impact of Titian Muhibah. The theory of neoliberalism is the basis of this research with several concepts such as interdependence, foreign policy, bilateral cooperation, and public diplomacy. This study uses a qualitative research approach with comparative historical research methods through secondary data and data analysis techniques of narrative analysis. The close concept of 'Serumpun' in the relations between the two countries and development objectives are the supporting factors for the cooperation between the two countries. On the one hand, the influence of the Titian Muhibah program provides an understanding that Indonesia and Malaysia are culturally bound to each other, so tensions will only harm both parties. In addition to encouraging reconciliation, Indonesia and Malaysia want to demonstrate an understanding of Malay culture (Malayness) to be the aim of implementing public diplomacy. In the end, the Titian Muhibah program, which ran from 1985 to 1998, could help the two neighboring countries defuse tensions that had occurred and help prevent the emergence of seeds of potential tension in bilateral relations between Indonesia and Malaysia.
