Abstract

Russia is a great power with an enormous geographical landmass of just over 17 million square kilometers making it the largest power in the world. However, Russia’s interests and territorial integrity stretches beyond this landmass and into territories in Europe, Asia and even the polar regions, also known as the Arctic. Conventional great powers are viewed primarily from the lens of military and hard power capabilities and plight, but there are additional factors that constitutes a great power, namely, economic resources and natural resource potential, geographical and maritime territory, a large and young population, etc. These are generally labelled as non-traditional security factors. Pivoting on Russia, this research focuses on such constituents as a means to great power and state’s interests in the Arctic. The Arctic within the polar regions, positioned farthest to the North, consists of, amongst other seas, the Arctic Ocean and eight powers in the international system. Although majority of the Arctic is vastly under developed and covered in sheets of ice, these eight powers are vying for a role to dictate and influence the region. Given its historical importance to Russia as a means to preserve its territorial integrity and sovereignty from the Baltic Sea and opposing states, the Arctic remains to be a region that the Russia refers to as their own, at least majority of it. Neo-Realism as the perspective used in this research will feature the concepts of Great Power Politics, Anarchy, Structure of the International System, Balance of Power, and Geopolitics to lay the foundation for the rest of the research in answering the research questions. This research will analyze and contemplate on Russia’s militarization and general interests in the Arctic from a predominately Russian perspective, subject to geopolitical influence. It will also include the geopolitical forces at play such as the interests of seven other Arctic states and Non-Arctic powers competing for a stake in the region. As the de-facto leader of the Arctic, this research will describe how Russia grapples with mainly external forces and subtle internal forces in their Arctic pursuit, and the effect of cooperation and competition between great powers and Arctic states. Depending on its success, Russia’s active militarization and modernization, in the Arctic, alongside other powers and great powers will rhyme with the dynamics of the benchmark of neorealism folk, particularly the structure of the international system, and potentially revise it. / Rusia adalah kekuatan besar dengan daratan geografis yang sangat luas hanya lebih dari 17 juta kilometer persegi menjadikannya Kekuatan terbesar di dunia. Namun, kepentingan dan integritas wilayah Rusia membentang di luar wilayah ini dan ke wilayah di Eropa, Asia, dan bahkan wilayah kutub, yang juga dikenal sebagai Kutub Utara. Kekuatan besar konvensional dilihat terutama dari lensa kemampuan dan keadaan militer dan kekuatan keras, tetapi ada faktor tambahan yang membentuk kekuatan besar, yaitu, sumber daya ekonomi dan potensi sumber daya alam, wilayah geografis dan maritim, populasi besar dan muda, dll. .Ini umumnya diberi label sebagai faktor keamanan non-tradisional. Berporos pada Rusia, penelitian ini berfokus pada konstituen tersebut sebagai sarana untuk kekuatan besar dan kepentingan negara di Kutub Utara. Arktik di wilayah kutub, yang terletak paling jauh ke Utara, terdiri dari, di antara lautan lainnya, Samudra Arktik dan delapan kekuatan dalam sistem internasional. Meskipun sebagian besar Kutub Utara sedang berkembang dan tertutup lapisan es, delapan kekuatan ini bersaing untuk berperan mendikte dan mempengaruhi kawasan tersebut. Mengingat pentingnya sejarahnya bagi Rusia sebagai sarana untuk menjaga integritas dan kedaulatan teritorialnya dari Laut Baltik dan negara-negara lawan, itu tetap menjadi wilayah yang oleh Arktik disebut sebagai milik mereka, setidaknya sebagian besar wilayahnya. Neorealisme sebagai perspektif yang digunakan dalam penelitian ini akan menampilkan konsep Great Power Politics, Anarchy, Structure of the International System, Balance of Power, dan Geopolitik untuk meletakkan dasar penelitian selanjutnya dalam menjawab pertanyaan penelitian. Penelitian ini akan menganalisis dan merenungkan militerisasi Rusia dan kepentingan umum di Kutub Utara dari perspektif yang didominasi Rusia, yang tunduk pada pengaruh geopolitik. Ini juga akan mencakup kekuatan geopolitik yang dimainkan seperti kepentingan tujuh negara Arktik lainnya dan kekuatan Non-Arktik yang bersaing memperebutkan saham di wilayah tersebut. Sebagai pemimpin de-facto Arktik, penelitian ini akan menjelaskan bagaimana Rusia bergulat terutama dengan kekuatan eksternal dan kekuatan internal halus dalam pengejaran Arktik mereka, dan efek kerja sama dan persaingan antara kekuatan besar dan negara-negara Arktik. Bergantung pada keberhasilannya, militerisasi dan modernisasi aktif Rusia, di Kutub Utara, bersama kekuatan lain dan kekuatan besar akan selaras dengan dinamika tolok ukur rakyat neorealisme, khususnya struktur sistem internasional, dan berpotensi merevisinya.
