Abstract

The energy crisis triggered by the war in Ukraine has aggravated the already existing energy dilemma in the European Union– that is to achieve energy transition on time while maintaining energy affordability. Since 2021, energy price has been increasing and energy poverty has been clouding the region. The geopolitical tensions between the EU and Russia have escalated this problem, leading to a massive energy supply shortage and dramatic price-hike. This is due to the EU sanctions to Russian oil import, followed by the alleged Russian sabotage on main gas supply through Nord Stream 1. Against this backdrop, this research was conducted to analyse the implications of the energy crisis for the EU energy transition using the neoliberal perspectives. This research used qualitative approach and descriptive research method. With primary and secondary data as this research's resources, this research used narrative analysis and event-structure analysis to answer the research questions. This research had three findings. Firstly, the 2022 energy crisis had two distinct characteristics compared to energy challenges in the past– that it was highly political, and the supply shortage was very likely to take place long-term. Secondly, through the EU’s REPowerEU plan and three additional measures, the EU member countries agreed to tackle the energy crisis together while accelerating energy transition. Thirdly, aside from the recommitment the EU has shown on international stage, among all the existing efforts, some succeeded to drive energy transition, yet some were still lacking incentives to drive energy transition and even could possibly be counterproductive. / Krisis energi yang dipicu oleh perang di Ukraina telah memperburuk tantangan dilema energi yang telah terjadi di Uni Eropa– yakni untuk merealisasikan transisi energi sesuai target waktu yang ditetapkan, dan untuk tetap menjaga keterjangkauan energi. Sejak tahun 2021, harga energi telah meningkat dan kemiskinan energi telah menyelimuti kawasan Uni Eropa. Ketegangan geopolitik antara UE dan Rusia telah meningkatkan masalah ini, menyebabkan kekurangan pasokan energi yang masif dan kenaikan harga yang dramatis. Hal ini terjadi setelah UE menetapkan sanksi terhadap impor minyak Rusia, diikuti dengan dugaan sabotase Rusia terhadap pasokan gas utama melalui Nord Stream 1. Dengan latar belakang tersebut, penelitian ini dilakukan untuk menganalisis implikasi krisis energi terhadap transisi energi UE dengan menggunakan perspektif neoliberal. Penelitian ini menggunakan pendekatan kualitatif dan metode penelitian deskriptif. Dengan data primer dan sekunder sebagai sumber penelitian, penelitian ini menggunakan analisis naratif dan analisis struktur peristiwa untuk menjawab pertanyaan penelitian. Penelitian ini memiliki tiga temuan. Pertama, krisis energi 2022 memiliki dua karakteristik yang berbeda dibandingkan dengan tantangan energi di masa lalu – yaitu sifatnya yang sangat politis, dan kekurangan pasokan sangat mungkin terjadi dalam jangka panjang. Kedua, melalui rencana REPowerEU dan tiga langkah tambahan UE, negara-negara anggota UE sepakat untuk mengatasi krisis energi bersama sambil mengakselerasi transisi energi. Ketiga, selain komitmen ulang yang telah ditunjukkan UE di panggung internasional, di antara semua upaya yang ada, beberapa berhasil mendorong transisi energi, namun beberapa masih kurang memberi insentif untuk mendorong transisi energi dan bahkan mungkin kontraproduktif.
