Abstract

Permasalahan penyelundupan produk elektronik asing telah menimbulkan banyak kerugian bagi Indonesia, seperti potensi pajak yang hilang dan persaingan dalam negeri yang tidak sehat. Penyelundupan produk elektronik asing black market, khususnya di wilayah Batam, semakin berkembang seiring berjalannya waktu dan menjadi urgensi yang harus segera ditangani. Oleh karena itu, Indonesia menjalin kerja sama secara bilateral dengan Singapura untuk menangani permasalahan penyelundupan yang banyak terjadi di perbatasan perairan kedua negara. Penelitian ini dilakukan untuk melihat bagaimana bentuk kerja sama yang dilakukan oleh Indonesia dan Singapura dalam rangka menanggulangi penyelundupan produk elektronik asing black market, serta untuk mengetahui sejauh mana tingkat koordinasi yang diperlukan dalam menanggulangi permasalahan tersebut. Kerangka dari penelitian ini adalah teori Neoliberalisme, juga konsep Keamanan Non-Tradisional, Kerja Sama Bilateral, dan Kejahatan Transnasional. Penelitian ini menggunakan pendekatan kualitatif dengan metode penelitian deskriptif dan historical-comparative research. Data diperoleh dari data primer dan data sekunder. Kemudian, dianalisis menggunakan teknik analisis komparatif dan naratif. Penelitian ini menganalisis perkembangan pasar produk elektronik asing black market di wilayah Batam. Kemudian melihat proses kerja sama yang dilakukan oleh Indonesia dan Singapura untuk menangani kejahatan penyelundupan yang masih banyak terjadi. Penelitian ini juga menganalisis berbagai hambatan atau kendala yang dialami kedua negara selama proses kerja sama dan hasil apa saja yang berhasil diraih dari kerja sama tersebut. Berdasarkan hasil dari penelitian yang dilakukan, kerja sama bilateral antara Indonesia dan Singapura cukup efektif dalam mengatasi permasalahan penyelundupan produk elektronik asing, walaupun tidak sepenuhnya dapat memberantas permasalahan penyelundupan tersebut. Oleh karena itu, koordinasi high-level diperlukan untuk memaksimalkan penanganan yang ada. / The problem of smuggling foreign electronic products has caused much harm to Indonesia, such as potential for lost taxes and unfair domestic competition. The smuggling of foreign electronic products in the black market, especially in the Batam area, is growing over time and is an urgency that must be dealt with immediately. Therefore, Indonesia is cooperating bilaterally with Singapore to deal with the smuggling problem that occurs a lot on the border waters of the two countries. This research was conducted to see what form of cooperation carried out by Indonesia and Singapore to overcome the smuggling of foreign electronic products in the black market, as well as to determine the extent of the level of coordination needed in tackling these problems. The framework of this research is the theory of Neoliberalism, as well as the concepts of Non-Traditional Security and Bilateral Cooperation. This research was conducted using a qualitative approach, descriptive research methods, and historical-comparative analysis. The data presented was obtained from primary data and secondary data. Then, the data are analyzed using comparative and narrative analysis techniques. This research analyzes the development of the black market foreign electronic products in the Batam area. Then look at the cooperation process carried out by Indonesia and Singapore to deal with smuggling crimes that are still happening. This research also analyzes the various obstacles experienced by the two countries during the cooperation process and the results achieved. Based on the research results, bilateral cooperation between Indonesia and Singapore effectively overcome the problem of smuggling foreign electronic products. However, it still needs to be fully able to eradicate the smuggling problem. Therefore, high-level coordination is necessary to maximize existing handling.
