Abstract

Golden Triangle (segitiga emas) merupakan wilayah pegunungan yang meliputi bagian utara Thailand yang menyatu dengan sisi utara Laos dan berhimpitan dengan timur laut Myanmar. Pada periode 2019 hingga 2021 terdapat lonjakan produksi narkoba sintesis yang beredar di Myanmar, Thailand dan Laos. Berbagai upaya penanganan telah dilakukan oleh pemerintah tiap negara kawasan Golden Triangle, namun terdapat pola baru yang memperjelas perdagangan narkoba di wilayah ini sulit untuk diberantas. Adapun penelitian ini adalah untuk mengidentifikasi faktor hambatan yang mempengaruhi pemerintah Myanmar dalam memberantas sindikat narkoba yang berasal dari wilayah Shan Myanmar. Lonjakan produksi narkoba berbahan dasar opium berdampak pada Thailand dan Laos yang menemukan penyeludupan bahan-bahan narkotika di wilayah mereka. Penelitian ini melihat dari sudut pandang perspektif realisme klasik yang disertakan dengan konsep-konsep kunci seperti, kekuasaan, ancaman nasional, dan anarki dalam menjawab permasalahan. Penulis menggunakan metode penelitian kualitatif dengan jenis penelitian eksplanatif untuk menjelaskan hubungan kausal. Hasil penelitian menunjukkan faktor hambatan aksi pemberantasan sindikat narkoba jenis opium diprakarsai oleh peristiwa kudeta militer yang terjadi pada bulan februari 2021 di Myanmar. Kudeta militer menimbulkan sejumlah perlawanan dari kelompok milisi yang memiliki afiliasi dengan sindikat narkoba. Adapun dalam upaya mendukung kepentingan yang disinyalir antara militer maupun kelompok milisi berhubungan erat dengan komiditi opium yang dibudidayakan di wilayah Shan. Implikasi perluasan produksi opium membuat pemerintah Thailand maupun Laos sebagai negara dalam kawasan Golden Triangle membentuk strategi keamanan yang mengutamakan kepentingan nasional masing-masing negara/ The Golden Triangle is a mountainous region covering the northern part of Thailand that merges with the northern side of Laos and intersects with the northeast of Myanmar. In the period from 2019 to 2021, there was a surge in the production of synthetic drugs circulating in Myanmar, Thailand and Laos. These some various handling efforts have been made by the governments of each country in the Golden Triangle region, but there is a new pattern that makes it clear that drug trafficking in this region is difficult to eradicate. This research is to identify the obstacles that influence the Myanmar government in eradicating drug syndicates originating from Myanmar's Shan region. The surge in production of opium-based drugs has had an impact on Thailand and Laos who have discovered the smuggling of narcotic materials in their territories. This research will look from the perspective of classical realism which is included with key concepts such as, power, national threats, and anarchy to answers the problems. The author uses qualitative research methods with an explanatory type of research to explain causal relationships. The results showed that the obstacles to the eradication of opium-type drug syndicates were initiated by the military coup that occurred in February 2021 in Myanmar. The military coup generated some resistance from militia groups affiliated with drug syndicates. Meanwhile, in an effort to support the alleged interests between the military and militia groups, it is closely related to the opium commodity cultivated in the Shan region. The implications of expanding opium production have made the governments of Thailand and Laos as countries in the Golden Triangle region form a security strategy that prioritizes the national interests of each country.
