Abstract

The waste agreement between the Philippines and foreign countries has deteriorated the Philippines' water environment. The deterioration is derived from the government's liability to manage the imported waste properly and has translated further issues concerning health. This research aims to analyze the rationale behind the Philippines’ waste trade agreement while also describing the impacts concerning the Philippines’ water environment. The theory and concepts used in this research are Green Politics theory and the concept of Ecologism, Social Justice, and Grassroots Democracy. Moreover, this qualitative research adopted the case-study method. The study highlights that the rationale behind the Philippines’ waste trade agreement was rooted in the government's ambition to be more involved in the international market for its national development and the absence of China in dealing with international waste due to the country’s concern for the national environment. Due to the waste trade, the numbers of waste significantly increased to the point that the Philippines could not manage the waste and had to resort to freely dumping in areas such as the Pasig River. The river was greatly polluted with unwanted substances within the waters, which has translated to health risks for humans, animals, and plants in the Philippines. With the growing distrust for the Philippines government and mediocre efforts to recover the environment, the locals made their effort to recover the water environment, and the results were promising. / Perdagangan limbah sampah antara Filipina dan negara luar telah merusak lingkungan air Filipina. Kerusakan tersebut bersumber dari kecondongan pemerintah untuk tidak dapat mengelola sampah impor dengan baik dan berdampak lanjut menjadi persoalan kesehatan. Penelitian ini bertujuan untuk menganalisis alasan di balik perdagangan sampah Filipina sekaligus menjelaskan dampaknya terhadap lingkungan air Filipina. Teori dan konsep yang digunakan dalam penelitian ini adalah teori Politik Hijau dan konsep Ekologi, Keadilan Sosial, dan Demokrasi Akar Rumput. Selain itu, penelitian kualitatif ini mengadopsi metode studi kasus. Studi ini menyoroti bahwa alasan di balik perjanjian transfer limbah Filipina berakar pada ambisi pemerintah untuk lebih terlibat di pasar internasional untuk pembangunan nasional dan juga ketidakhadiran China dalam menangani sampah internasional dikarena kepedulian negara tersebut terhadap lingkungan nasional. Karena perdagangan sampah, jumlah sampah yang harus di urus bertamah banyak sampai akhirnya Filipina tidak dapat mengelola sampah-sampah tersebut dan terpaksa membuangnya secara bebas di daerah seperti Sungai Pasig. Sungai itu sangat tercemar dengan zat-zat yang tidak diinginkan di dalam perairan, yang menyebabkan risiko kesehatan bagi manusia, hewan, dan tumbuhan di Filipina. Dengan meningkatnya ketidakpercayaan terhadap pemerintah Filipina dan upaya yang biasa-biasa saja untuk memulihkan lingkungan, penduduk setempat melakukan tindakan sendirinya untuk memulihkan lingkungan,air dan hasilnya menjanjikan.
