Abstract

Bank sentral Indonesia dan Bank Sentral Tiongkok (People’s Bank of China) membentuk kesepakatan kerja sama pada 30 September 2020 dalam rangka mengurangi ketergantungan terhadap penggunaan dolar AS dengan memperluas penggunaan mata uang lokal masing-masing melalui kebijakan Local Currency Settlement. Mempelajari kebijakan Local Currency Settlement sebagai bentuk upaya Indonesia mengurangi ketergantungan terhadap Dolar AS dengan meningkatkan penggunaan Rupiah dan Yuan. Atas dasar itu, tujuan penelitian berfokus kepada kesepakatan kerja sama Bank Sentral Indonesia dan Bank Sentral Tiongkok dan membentuk Appointed Cross Currency Dealer (ACCD) yang akan menjadi fasilitator bagi pelaku usaha dalam menggunakan kebijakan Local Currency Settlement. Teori yang digunakan dalam penelitian ini adalah neoliberalisme dengan konsep perdagangan bilateral, Local Currency Settlement, kebijakan luar negeri. Penelitian ini merupakan penelitian kualitatif dengan metode penelitian dekriptif. Hasil penelitian menemukan bahwa ada upaya yang dilakukan untuk mendukung pemulihan ekonomi yang diatur dalam UU No.2 2020 dan juga diturunkan ke dalam pasal 26 PP No.23 tahun 2020 sebagai upaya untuk mengurangi penggunaan dolar AS ke dalam BluePrint Pengembangan Pasar Uang (BPPU) 2025. Untuk mendukung keberlangsungan kebijakan Local Currency Settlement Kesepakatan tersebut membentuk kerja sama Bilateral currency swap arrangement (BCSA). Sehingga dalam implementasinya, kedua Bank Sentral membentuk Appointed Cross Currency Dealer sebagai institusi praktisi yang di dalamnya terdapat peraturan dan mekanisme yang menujukkan peran ACCD bagi Bank Sentral dan bagi pelaku usaha. Adanya threshold underlying dan layanan pembukaan rekening SNA Rupiah dan SNA Yuan yang telah diatur dalam Peraturan Bank Indonesia agar penggunaan mata uang lokal yang lebih luas dapat tercapai/ The central bank of Indonesia and Tiongkok (People's Bank of China) formed a cooperation agreement on September 30, 2020 to reduce dependence on the use of the US dollar by expanding the use of their local currencies through the Local Currency Settlement policy. Studying the Local Currency Settlement as a form of Indonesia's efforts to reduce dependence on the US Dollar by increasing the use of Rupiah and Yuan. The research objective focuses on the cooperation agreement between the Central Bank of Indonesia and Tiongkok forms an Appointed Cross Currency Dealer (ACCD) a facilitator for business actors in using this policy. The theory is neoliberalism with the concept of bilateral trade, Local Currency Settlement, and foreign policy. This research is qualitative research with a descriptive research method. The results show to support economic recovery which is stipulated in UU No. 2 2020 and also into PP 26 No. 23 of 2020 as an effort to reduce the use of US dollars in BluePrint Pengembangan Pasar Uang (BPPU) 2025. For sustainability of LCS, the agreement formed a Bilateral Currency Swap Arrangement (BCSA). The two Central Banks formed an Appointed Cross Currency Dealer as a practicing institution in which there are regulations and mechanisms that show the role of the ACCD for the Central Bank and for business actors. There is an underlying threshold and SNA Rupiah and Yuan account opening that have been regulated in Bank Indonesia Regulations so that the goal wider use of local currency can be achieved
