Abstract

Significant developments in bilateral relations between Australia and China occurred in September 2021. United States President Joe Biden, Australian Prime Minister Scott Morrison, and British Prime Minister Borris Johnson signed an agreement on cooperation in artificial intelligence technology, quantum computing and the development of nuclear submarines for Australia. The agreement is called AUKUS which stands for Australia, United Kingdom, United States. China calls this development a mentality that goes back to the Cold War era. With AUKUS, this research discusses that Australia will engage in strategic competition with China. In the second chapter, it will be explained why this research uses offensive realism. This research underlines that Australia is trying to become one of the strongest in the Indo-Pacific region, and shows its connection with offensive realism theory which assumes that a country will definitely try to become a hegemon or regional hegemon. This research will also use concepts such as balance of power, national interest and offshore balancing. This study uses a qualitative method, and uses a descriptive approach. The methodology in this study uses secondary data using illustrative analysis techniques and event-structured based. At the fourth chapter, findings will be described at the start of the strategic competition process between Australia and China. Furthermore, sub-chapter 4.2 will explain the explanation of the role of the United States in AUKUS. The United States' active involvement in world peace situations also plays a very important role in the formation of AUKUS. The last one in sub-chapter 4.3 will discuss the impact of AUKUS on the Indo-Pacific region which is still being debated by many countries, because several countries have different concepts and ideas regarding the Indo-Pacific region. This research found that there was a strategic competition between Australia and China due to China's interests in the Pacific Region which made Australia angry. The United States also played an important role in the formation of AUKUS based on Washington's superiority in terms of military capabilities. Meanwhile, the impact of AUKUS on the Indo-Pacific makes Australia play a leadership role from a diplomatic perspective. / Perkembangan yang signifikan pada hubungan bilateral Australia dan Tiongkok terjadi pada September 2021. Presiden Amerika Serikat Joe Biden, Perdana Menteri Australia Scott Morrison, dan Perdana Menteri Inggris Borris Johnson mengesahkan perjanjian kerjasama teknologi kecerdasan buatan, quantum computing dan pengembangan kapal selam nuklir untuk Australia. Perjanjian tersebut dinamakan AUKUS yang berarti singkatan dari Australia, United Kingdom, United States. Tiongkok menyebut perkembangan tersebut sebagai bentuk mentalitas yang kembali pada zaman Perang Dingin. Dengan adanya AUKUS, penelitian ini membahas bahwa Australia akan terlibat dalam persaingan strategis dengan Tiongkok. Pada bab kedua akan dijelaskan mengapa penelitian ini menggunakan realisme ofensif. Penelitian ini menggarisbawahi bahwa adanya upaya Australia untuk menjadi salah satu yang terkuat di kawasan Indo-Pasifik, dan menunjukkan keterkaitannya dengan teori ofensif realisme yang beranganggapan bahwa sebuah negara pasti akan berusaha untuk menjadi hegemon atau regional hegemon. Penelitian ini juga akan menggunakan konsep seperti balance of power, kepentingan nasional dan offshore balancing. Penelitian ini menggunakan cara kualitatif, dan menggunakan pendekatan deskriptif. Metodologi dalam penelitian ini menggunakan data sekunder dengan menggunakan teknik analisa ilustratif dan event-structured based. Pada bab empat, akan dijelaskan penemuan pada awal proses persaingan strategis antara Australia dan China. Selanjutnya, pada sub-bab 4.2 akan dijelaskan mengenai penjelasan bagaimana peran Amerika Serikat pada AUKUS. Yang terakhir pada sub-bab 4.3 akan membahas tentang dampak dari AUKUS pada kawasan Indo-Pasifik yang sampai saat ini masih diperdebatkan oleh banyak negara, karena beberapa negara memiliki konsep dan gagasan yang berbeda mengenai kawasan Indo-Pasifik. Penelitan ini menemukan adanya persaingan strategis yang dijalani oleh Australia dan Tiongkok akibat kepentingan Tiongkok di Kawasan Pasifik yang membuat Australia gusar. Amerika Serikat juga berperan penting pada terbentuknya AUKUS didasarkan pada kedigdayaan Washington dari segi kemampuan militer. Sedangkan, dampak dari AUKUS pada Indo-Pasifik membuat Australia akan memainkan peran kepemimpinan dari segi diplomasi.
