Abstract

Narapidana adalah orang-orang yang dikurung dalam suatu lembaga, yang kebebasannya dirampas karena perbuatan-perbuatan yang tidak baik di masa lalu, termasuk melakukan kesalahan dalam masyarakat, yang bertentangan dengan peraturan perundang-undangan. Namun, status orang-orang ini sebagai narapidana, tidak berarti bahwa peraturan hak asasi manusia yang mendasar tidak lagi berlaku bagi mereka. Dengan demikian, banyak sekali peraturan dan perangkat hukum yang ditetapkan dengan tujuan untuk melindungi hak-hak narapidana, termasuk hak untuk hidup. Selama keadaan tertentu seperti COVID-19, hak hidup warga negara menjadi prioritas pemerintah.
