Abstract

Indonesia-Australia sepakat melakukan kerja sama kontra terorisme setelah kasus bom bunuh diri Bom Bali I dan II. Namun, adanya perubahan modus operandi dan terorisme jenis baru yang membuat Indonesia-Australia akhirnya terus mengembangkan strategi kerja sama kontra terorisme tersebut. Tujuan penelitian ini yaitu menganalisis implementasi kerja sama kontra terorisme Indonesia-Australia tahun 2018-2021. Penelitian ini menggunakan teori kerja sama internasional milik KJ. Holsti. Metode penelitian yang digunakan kualitatif dengan pendekatan studi literatur. Hasil penelitian menunjukan bahwa implementasi kerja sama kontra terorisme Indonesia-Australia tahun 2018-2021, yaitu dilakukan dengan adanya program deradikalisasi dengan melakukan pembinaan narapidana terorisme, memperkuat Institusi Peradilan dan Keamanan atau Australia Indonesia Partnership for Justice (AIPJ2), kerja sama teknis dalam isu radikalisasi online dan pemberantasan pendanaan kegiatan terorisme khususnya penyalahgunaan teknologi digital. Hambatan yang terjadi pada implementasi kerja sama kontra terorisme Indonesia-Australia tahun 2018-2021 yaitu segi potensi atau kualitas personil dalam penegak hukum tindak pidana terorisme, pembiayaan dan fasilitas yang belum memadai serta ketidakstabilan politik di Indonesia membuat strategi dalam penyelesaian masalah teorisme. / Indonesia-Australia agreed to cooperate in counterterrorism after the Bali Bomb I and II suicide. However, there has been a new type of terrorism which has forced Indonesia and Australia to continue to develop this counterterrorism cooperation strategy. The purpose of this research is to analyze the implementation of the Indonesia-Australia counterterrorism cooperation in 2018-2021. This study uses KJ. Holsti’s theory of international cooperation. The research method used is qualitative with a literature study approach. The results of the research show that the implementation of the Indonesia�Australia counterterrorism cooperation in 2018-2021, which is carried out with a deradicalization program by fostering terrorism convicts, strengthening the Judicial and Security Institutions or the Australia Indonesia Partnership for Justice (AIPJ2), technical cooperation on online radicalization issues and eradicating the financing of terrorism activities, especially the misuse of digital technology. Obstacles that occur in the implementation of the Indonesia-Australia counterterrorism cooperation in 2018-2021, namely in terms of the potential or quality of personnel in enforcing the law on terrorism crimes, inadequate financing and facilities and political instability in Indonesia make a strategy in solving theoretical problems.
