Abstract

Perompakan maritim di wilayah perairan Somalia merupakan salah satu kasus keamanan maritim yang sangat mengkhawatirkan dan menjadi isu dunia. Kasus perompakan ini dilatarbelakangi dan dipicu oleh oleh berbagai faktor internal dan eksternal yang ada di Somalia. Diawali dari perang saudara yang berkecamuk pada akhir abad ke-20 menyebabkan kondisi Somalia terpecah menjadi berbagai klan-klan lokal yang saling memperebutkan kekuasaan. Aktor internasional ikut memanfaatkan kondisi terpecahnya Somalia menjadi berbagai klan lokal untuk memenuhi kepentingan mereka. Terjadi kemunduran akibat dari kekacauan dan konflik tersebut, salah satunya adalah perekonomian Somalia menjadi terpuruk sehingga mendorong masyarakat Somalia untuk menempuh jalur alternatif untuk dapat menopang keberlangsungan hidup mereka. Salah satu cara yang ditempuh adalah dengan menjadi perompak. Pilihan ini merupakan sesuatu yang umum bagi komunitas masyarakat yang berada di garis pantai Somalia. Masyarakat yang beralih profesi menjadi bajak laut pada umumnya mengincar kapal-kapal asing yang sedang melalui wilayah jalur maritim di sekitar Samudera Hindia bagian barat. Aktivitas-aktivitas pembajakan yang terjadi di beberapa wilayah perairan jalur maritim ini sangat merugikan berbagai pihak karena para perompak tersebut terkenal dalam melakukan aksi penyanderaan terhadap awak kapal untuk ditebus dengan sejumlah uang. Para perompak tersebut juga kerap menimbulkan kerusakan terhadap kapal-kapal yang telah dibajak. Selain menimbulkan kerugian materiil, aktivitas perompakan tersebut juga menyebabkan terganggunya aktivitas perdagangan internasional serta berdampak pada kemanan, terutama dalam sektor maritim. Oleh karena itu, PBB melakukan berbagai tindakan seperti operasi militer dan non-militer, serta bekerja sama dengan beberapa badan internasional. PBB juga melakukan intervensi berdasarkan peraturan yang tercantum di dalam Piagam PBB bab VII terkait isu keamanan. Perhatian khusus ini dilaksanakan demi menjaga kestabilan keamanan dan perdamaian di Somalia. / The maritime piracy in the territorial waters of Somalia is an alarming case of maritime security. This crisis is motivated by various internal and external factors that are interconnected. It began from the civil war that raged at the end of the 20th century, causing Somalia to be filled with various local clans fighting for dominance. The armed conflict triggered various international actors to take advantage of the situation that occurred in Somalia to fulfill the interests of these various international actors. The chaos that occurred in Somalia caused several setbacks for the country, especially in the economic field. This encourages the people of Somalia to take alternative routes in order to survive. One of the alternative ways is by becoming a pirate, which is a common event in various communities on the Somali coastline. People who switch professions to become pirates generally address foreign ships that are passing through the maritime route around the western Indian Ocean as their primary target. Pirate activities that occur in several maritime routes are very detrimental to various parties because these pirates are known for taking hostage against ship crews to be ransomed for a sum of money. These pirates also often cause damage to the ships that have been hijacked. Apart from causing material losses, pirate activities also disrupt the international trade and detrimental to maritime security. Therefore, the UN carries out various actions such as military and non-military operations. In addition, the UN also cooperates with several international institutions. The United Nations intervenes based on the purpose of the UN Charter chapter VII regarding security issues. This special attention is carried out in order to maintain the stability of security and peace in Somalia.
