Abstract

Perdagangan internasional telah menjadi salah satu penyumbang devisa negara yang cukup signifikan bagi sebuah negara, termasuk juga bagi Indonesia. Indonesia sebagai salah satu negara dengan daya ekspor yang cukup besar perlu memperluas jangkauan ekspor, guna meningkatkan pendapatan serta perekonomian negara. Salah satu calon pasar yang sangat berpotensial untuk dijadikan mitra dagang utama adalah kawasan Amerika Latin. Salah satu upaya perluasan pasar ekspor ini dilakukan Indonesia dengan memanfaatkan kerja sama bilateral Indonesia-Chile Comprehensive Economic Partnership Agreement (IC-CEPA) sebagai gerbang pembuka pasar di kawasan Amerika Latin. Penelitian ini dibuat untuk melihat bagaimana strategi Indonesia dalam menggunakan IC-CEPA sebagai upaya perluasan pasar ekspor Indonesia di kawasan Amerika Latin. Penulis menggunakan teori Neoliberalis, serta konsep kerja sama bilateral, konsep perdagangan internasional, dan konsep pasar non-tradisional. Penelitian ini menggunakan pendekatan kualitatif dengan metode penelitian deskriptif dan pengumpulan data melalui data sekunder yang berupa studi kepustakaan dan sumber daring. Selanjutnya data akan dianalisis dengan menggunakan teknik analisis naratif. Penelitian yang telah dilakukan menghasilkan data bahwa terdapat beberapa strategi yang bisa Indonesia gunakan dalam memanfaatkan IC-CEPA sebagai peluang perluasan pasar ekspor di kawasan Amerika Latin. Pertama, mendorong ekspor komoditas yang berpotensial bagi negara-negara di kawasan Amerika Latin dengan biaya serendah mungkin melalui penghapusan tarif di Chili. Kedua, mendirikan perusahaan atau pabrik di Chili dalam rangka mengenal serta mengeksplorasi pasar di kawasan Amerika Latin. Ketiga, membangun image branding yang baik terkait Indonesia sebagai salah satu mitra dagang utama Chili di mata kawasan Amerika Latin. / International trade has become a significant contributor to foreign exchange in a country, including for Indonesia. In order to increase the country's foreign exchange and economic stability, Indonesia needs to expand the range of its export target market. One of the most potential markets to become Indonesia’s major trading partner is the Latin American region. Therefore, Indonesia started to build bilateral cooperation with Chile on doing Indonesia -Chile Comprehensive Economic Partnership Agreement as its strategy to expand the export market in the Latin American region. This research was made to see how Indonesia can utilize IC-CEPA as an effort to expand Indonesia's export market in the Latin American region. This research was conducted by using Neoliberalism theory, as well as the concept of bilateral cooperation, the concept of international trade, and the concept of non-traditional markets as the framework. This research also used a qualitative approach with descriptive research methods and collected its data through secondary data in the form of literature studies and online sources. Furthermore, the data will be analyzed using narrative analysis techniques. The research that has been conducted shows that there are several strategies that Indonesia can use in utilizing the IC-CEPA as an opportunity to expand its export market in the Latin American region. First, maximizing potential commodity exports for countries in the Latin American region with lowest possible cost through the 0 tariffs program in IC-CEPA. Second, establishing a company or factory in Chile in order to identify and explore markets in the Latin American region. Third, building a good branding image regarding Indonesia as one of Chile's main trading partners in the eyes of the Latin American region.
