Abstract

Pengadaan merupakan salah satu tahapan dalam proyek konstruksi yang bertujuan untuk menyeleksi penyedia jasa konstruksi (kontraktor) yang akan dipilih nantinya untuk mengerjakan proyek. Gedung bertingkat tinggi merupakan proyek yang kompleks sehingga perlu mempertimbangkan kualitas dari kontraktor. Sistem nilai adalah metode evaluasi penawaran dengan menggabungkan bobot nilai teknis dan harga. Dalam penelitian ini dilakukan analisis mengenai kriteria teknis apa saja yang dinilai paling menentukan kemenangan kontraktor untuk proyek gedung bertingkat tinggi. Maka dari itu penelitian ini menggunakan metode survei dengan penyebaran kuesioner sebagai alat dalam mengumpulkan data. Sebelum kuesioner dibagikan telah dilakukan validasi terkait kriteria yang dinilai kredibel oleh pakar. Kriteria yang akhirnya lulus dan masuk dalam tahap kuesioner adalah 44 kriteria yang dibagi menjadi 4 kategori. Responden yang ditargetkan untuk mengisi kuesioner adalah yang sudah memiliki pengalaman dalam menangani tender dengan pengalaman kerja minimal satu tahun. Data yang telah terkumpul kemudian diolah dengan menguji Reliabilitas dan menghitung Relative Importance Index dari masing-masing kriteria. Melalui analisis data dapat disimpulkan bahwa kriteria yang paling menentukan adalah kemampuan perusahaan membuat manajemen waktu dan biaya yang tepat, kemampuan menyusun jadwal sesuai dengan persyaratan dan ruang lingkup kerja, dan kemampuan perusahaan untuk mengidentifikasi jenis bahaya. Dari hasil tersebut dapat dikatakan metode pelaksanaan pekerjaan dan kemampuan dari perusahaan adalah kriteria yang paling menentukan dalam memilih penyedia jasa konstruksi yang layak./Procurement is one of the stages in construction projects that aims to select construction service providers (contractors) who will be chosen to work on the project. High-rise buildings are complex projects, requiring careful consideration of the contractor's quality. The value system is an evaluation method that combines the technical value and price weights of bids. This study analyzes the technical criteria that are considered most crucial in determining the contractor's success for high-rise building projects. Therefore, this research employs a survey method with the distribution of questionnaires as a tool to gather data. Prior to distributing the questionnaires, validation was carried out to ensure the credibility of the evaluated criteria by experts. Ultimately, 44 criteria were included in the questionnaire, divided into 4 categories. The targeted respondents for completing the questionnaire are those who have experience in handling tenders with at least one year of work experience. The gathered data is then processed by testing Reliability and calculating the Relative Importance Index for each criterion. Through data analysis, it is concluded that the most crucial criteria are the company's ability to manage time and costs accurately, the ability to develop schedules in line with the requirements and scope of work, and the company's capability to identify types of hazards. Based on these findings, it can be stated that the implementation method and the company's capabilities are the most determining factors in selecting a suitable construction service provider.
