Abstract

Proses evaluasi dan seleksi penyedia jasa yaitu kontraktor menjadi hal yang signifikan dan penting bagi pihak pemerintah yang tentunya bertanggungjawab penuh atas keberhasilan dari suatu proses pembangunan proyek konstruksi. Survei dari FIDIC 2017 menunjukkan bahwa 40% negara menerapkan tender dengan metode biaya terendah, 40% negara menggunakan tender dengan metode berdasarkan kualitas dan biaya dan 20% negara menggunakan tender dengan metode aturan rata -rata atau metode alternatif. Indonesia termasuk dalam kelompok negara yang menerapkan tender dengan metode biaya terendah atau sistem gugur. Saat ini, sistem evaluasi penawaran kontraktor di Indonesia sering menjadi kendala dalam proses pengadaan atau tender. Akan tetapi, bukan berarti penggunaan sistem nilai/merit point menjadi metode yang efektif dalam proses evaluasi penawaran kontraktor. Penilaian yang diberikan untuk menilai aspek teknis dan biaya tidak menjamin kualitas pekerjaan yang akan dilaksanakan. Penelitian ini dilakukan untuk mencari tau faktor-faktor apa sajakah yang menjadi kendala dan hambatan penerapan sistem nilai/merit point system dalam proses evaluasi penawaran tender proyek konstruksi. Studi dilakukan dengan wawancara kepada tiga pakar yang sudah ahli dan berpengalaman dalam bidang pengadaan, serta melakukan survei kuesioner untuk mendapatkan tanggapan dari responden mengenai faktor-faktor kendala dalam penelitian. Analisis data dilakukan dengan menggunakan Analisa Relative Important Index atau RII terhadap data yang sudah diperoleh. Hasil uji statistik mendapatkan faktor-faktor yang menjadi hambatandan kendala penerapan merit point yaitu variabel penilaian yang tidak kuantitatif dengan RII sebesar 0,771, variabel penilaian dalam dokumen tender yang tidak lengkap dan tidak didetailkan sehingga berpeluang terjadinya Post Bidding dengan RII sebesar 0,752 dan Kompleksitas proyek yang diusulkan untuk menerapkan merit point dengan RII sebesar 0,743. Berdasarkan hasil dari penelitian, dapat disimpulkan bahwa dalam penerapan sistem nilai masih terdapat dan memiliki faktor-faktor kendala proses evaluasi penawaran tender./ The evaluation and selection process of service providers, namely contractors, is significant and important for the government, which is fully responsible for the success of a construction project development process. A 2017 FIDIC survey shows that 40% of countries tender using the lowest cost method, 40% of countries tender using the quality and cost based method and 20% of countries tender using the rule�of-thumb or alternative method. Indonesia belongs to the group of countries that apply the lowest cost or knockout tender method. Currently, the contractor bid evaluation system in Indonesia is often an obstacle in the procurement or tender process. However, this does not mean that the use of a score/merit point system is an effective method in the contractor bid evaluation process. The valuation given to assess the technical and cost aspects does not guarantee the quality of the work to be carried out. This study was conducted to find out what factors are the obstacles and barriers to the application of the value system/merit point system in the process of evaluating construction project tender bids. The study was conducted by interviewing three experts who are experts and experienced in the field of procurement, and conducting a questionnaire survey to get responses from respondents regarding the obstacle factors in the study. Data analysis was carried out using Relative Important Index or RII analysis of the data that had been obtained. The results of statistical tests obtained factors that become obstacles and obstacles to the application of merit points, namely non-quantitative assessment variables with an RII of 0.771, assessment variables in tender documents that are incomplete and not detailed so that there is a chance of post bidding with an RII of 0.752 and Complexity of the project proposed to implement merit points with an RII of 0.743. Based on the results of the research, it can be concluded that in the application of the value system there are still and have factors constraining the tender offer evaluation process.
