Abstract

Salah satu upaya pemerintah Indonesia untuk meningkatkan kinerja dan daya kontraktor untuk mengembangkan dan menerapkan sistem mutu atau sistem manajemen mutu (SMM) di tingkat proyek dan di tingkat organisasi, salah satunya ISO 9001:2015. Penelitian ini bertujuan untuk menganalisis faktor dan variabel penentu kesuksesan penerapan Sistem Manajemen Mutu ISO 9001:2015 PT XYZ dengan indikator keberhasilan sertifikasi ISO, jumlah temuan Major dan Minor pada saat audit eksternal dan NCR cost yang tidak boleh melebihi 0,1% dari nilai kontrak. Permasalahan dari penelitian ini adalah 1) apa saja faktor dan variabel yang menjadi penentu kesuksesan penerapan Sistem Manajemen Mutu di PT. XYZ? 2) apa saja langkah-langkah dan solusi untuk menjamin kesuksesan penerapan Sistem Manajemen Mutu di PT. XYZ? dan 3) apa saja rekomendasi dalam penentu kesuksesan penerapan Sistem Manajemen Mutu ISO 9001:2015 di PT. XYZ? Metode yang digunakan dalam penelitian ini adalah metode kuantitatif, dengan instrumen kuesioner yang bertujuan mendapatkan data penelitian ini. Faktor dan variabel penelitian didefinisikan melalui studi literatur/ pustaka. Penyebaran kuesioner dilakukan kepada 42 responden yang sudah bekerja di PT. XYZ selama lebih dari 5 tahun. Analisis data yang digunakan adalah regresi linier metode stepwise dengan bantuan program SPSS (Statistical Product and Service Solution). Hasil dalam permasalahan 1) Dari 4 faktor dan 38 variabel bebas dan 1 variabel terikat, terdapat 3 variabel tertinggi dari 7 variabel yang menjadi penentu kesuksesan penerapan Sistem Manajemen Mutu yaitu (X3) komitmen dan dukungan dari Top Manajemen, (X14) motivasi karyawan dalam menerapkan SMM, (X10) Penerapan SMM dianggap sebagai suatu sistem tentang dokumentasi mutu saja dan/atau sebagai pemenuhan syarat tender/Owner partisipasi pekerja dalam pelaksanaan kegiatan sesuai dengan tanggung jawabnya. Rekomendasi dalam penentu kesuksesan penerapan Sistem Manajemen Mutu ISO 9001:2015 salah satunya adalah membuat strategi/program untuk bisa diterapkan secara berkelanjutan di lingkup Head Office (HO) maupun di lingkup proyek (bekerjasama dengan Project Manager), seperti diantaranya melakukan sosialisasi dengan cara membuat semacam campaign dengan video, atau pun juga berupa signage yang dipasang di proyek, melakukan briefing kepada subkon agar mengikuti prosedur yang berlaku, Inspection and test, dll. Atau bisa juga lewat kegiatan seperti Vendor Gathering. / One of the Indonesian government's efforts to improve the performance and competitiveness of local and national construction service providers is to encourage contractors to develop and implement a quality system or quality management system (QMS) at the project level and at the organizational level, one of which is ISO 9001:2015. This study aims to analyze the factors and variables that determine the success of implementing the ISO 9001:2015 Quality Management System at PT XYZ with ISO certification success indicators, the number of Major and Minor findings during external audits and NCR costs which may not exceed 0.1% of the contract value. The problems of this research are 1) what are the factors and variables that determine the success of implementing the Quality Management System at PT. XYZ? 2) what are the steps and solutions to ensure the successful implementation of the Quality Management System at PT. XYZ? and 3) what are the recommendations in determining the success of implementing the ISO 9001:2015 Quality Management System at PT. XYZ? The method used in this study is a quantitative method, with a questionnaire instrument that aims to obtain research data. Research factors and variables are defined through literature/library studies. Questionnaires were distributed to 42 respondents who had worked at PT. XYZ for over 5 years. The data analysis used is the stepwise linear regression method with the help of the SPSS (Statistical Product and Service Solution) program. Results in problems 1) Of the 4 factors and 38 independent variables and 1 dependent variable, there are 3 highest variables out of 7 variables that determine the success of implementing the Quality Management System, namely (X3) commitment and support from Top Management, (X14) employee motivation in implementing SMM, (X10) The application of QMS is considered as a system of quality documentation only and/or as a fulfillment of tender/Owner requirements for worker participation in carrying out activities in accordance with their responsibilities. One of the recommendations in determining the success of implementing the ISO 9001: 2015 Quality Management System is to create a strategy/program so that it can be applied on an ongoing basis in the scope of the Head Office (HO) and in the scope of the project (in collaboration with the Project Manager), such as conducting outreach by making such campaign with video, or also in the form of signage installed on the project, conducting briefings to subcontractors to follow applicable procedures, inspection and tests, etc. Or it could also be through activities such as Vendor Gathering.
