Abstract

Untuk mewujudkan perdamaian berkelanjutan diperlukan transformasi konflik. Saat ini, transformasi konflik sedang dilaksanakan oleh Pemerintah Kolombia dan FARC untuk mengimplementasikan perjanjian damai 2016 yang menandai berakhirnya konflik berkepanjangan di Kolombia. Penelitian ini bertujuan untuk memberikan penjelasan bagaimana transformasi konflik membantu FARC dan pemerintah Kolombia dalam implementasi perjanjian damai. Perspektif kajian perdamaian melandasi penelitian ini dan didukung teori transformasi konflik. Penelitian ini menggunakan pendekatan penelitian kualitatif dengan metode deskriptif. Berdasarkan penelitian yang dilakukan ditemukan bahwa kontribusi transformasi konflik berkaitan dengan upaya pemerintah melalui enam agenda utama dalam rangka implementasi perjanjian damai. Penelitian ini juga menemukan perubahan-perubahan yang terjadi sebagai hasil dari transformasi konflik dengan membandingkan situasi pada saat konflik terjadi dan setelah perjanjian damai 2016. Transformasi yang terjadi mencakup perubahan personal seperti kondisi kemanusiaan dan proses reintegrasi. Relasi seperti sejarah hubungan FARC dengan militer Kolombia yang dinamis dan agresif. Kultural yang mencakup tingkat kekerasan fisik semasa konflik dan sesudah konflik. Struktural dalam hal partisipasi politik dan distribusi sumberdaya alam. Dapat disimpulkan bahwa transformasi konflik memiliki peran dan kontribusi dalam mendukung proses implementasi perjanjian damai. Namun, upaya transformasi konflik di Kolombia masih belum sepenuhnya berhasil karena masih ada tantangan dari berbagai aspek transformasi seperti lambatnya proses reintegrasi, tingginya angka masyarakat yang terlantar, dinamika dan sejarah hubungan FARC dengan militer yang masih labil, tingkat kekerasan yang masih cukup tinggi setelah perjanjian damai, dan partisipasi politik FARC yang masih terdapat banyak pertentangan, serta program distribusi lahan yang belum merata dalam upaya tersebut, sehingga implementasi perjanjian damai juga masih belum sepenuhnya terwujud. / To achieve sustainable peace, conflict transformation is necessary. Currently, conflict transformation is being implemented by the Colombian government and the FARC to carry out the 2016 peace agreement that marked the end of the prolonged conflict in Colombia. This research aims to explain how conflict transformation assists the FARC and the Colombian government in the implementation of the peace agreement. The study is grounded in a peace research perspective and supported by conflict transformation theory. The research utilizes a qualitative research approach with a descriptive method. Based on the conducted research, it is found that the contribution of conflict transformation is related to the government's efforts through six main agendas for the implementation of the peace agreement. The study also identifies changes resulting from conflict transformation by comparing the situation during the conflict and after the 2016 peace agreement. The transformations include personal changes such as humanitarian conditions and the reintegration process, relational changes like the dynamic and aggressive history of FARC's relationship with the Colombian military, cultural changes involving levels of cultural violence during and after the conflict, and structural changes in terms of political participation and the distribution of natural resources. It can be concluded that conflict transformation plays a role and contributes to supporting the process of peace agreement implementation. However, efforts in conflict transformation in Colombia are not fully successful due to challenges in various transformation aspects such as slow reintegration processes, a high number of displaced communities, unstable dynamics, and history in FARC's relationship with the military, a relatively high level of violence after the peace agreement, conflicting FARC political participation, and uneven land distribution programs. As a result, the implementation of the peace agreement is not fully realized.
