Abstract

The levels of the food systems — ranging from production, packaging, transport, distribution, retail, services, and consumption, to waste — have been proven to bring about negative impacts towards the environment, such as GHG emissions, pollution, land degradation, and loss of biodiversity. The EU has put forward a strategy to address these implications, which seeks to shift their current food system to a sustainable food system, called the Farm to Fork Strategy. Therefore, this research seeks to analyze and identify the EU Farm to Fork Strategy’s role in enhancing environmental security. This research utilizes the Neoliberalism theory, accompanied by International Institutions, Environmental Security, and Food Sustainability as its corresponding concepts. The research’s data is obtained through official legal publications of the EU and literature studies, using the descriptive research method. This research discovered that the EU Farm to Fork Strategy, through its 6 main objectives and approaches, has a total of 10 roles towards enhancing environmental security from the many levels of the food system and in many aspects of the environment. Through this strategy and its process, the EU executes its role as an international institution in facilitating the communication and harmony of all stakeholders involved. Nonetheless, emerging problems such as criticism, and delays, in addition to concerns and diverging opinions pose a challenge to the strategy. Regardless, the EU Farm to Fork Strategy’s role in enhancing environmental security cannot be undermined through its efforts to shift to a sustainable food system that may impact and influence the global community. / Tingkat sistem pangan — mulai dari produksi, pengemasan, transportasi, distribusi, ritel, jasa, konsumsi, hingga limbah — telah terbukti membawa dampak negatif terhadap lingkungan, seperti emisi gas rumah kaca, polusi, degradasi lahan, dan hilangnya keanekaragaman hayati. Uni Eropa telah mengajukan strategi untuk mengtasi implikasi ini, yang berupaya mengubah sistem pangan mereka saat ini ke sistem pangan berkelanjutan, yang disebut sebagai Farm to Fork Strategy. Oleh karena itu, penelitian ini berupaya mengalanisa dan mengidentifiksi peran Farm to Fork Strategy dalam meningkatkan keamanan lingkungan. Penelitian ini menggunakan teori Neoliberalisme yang disertain dengan konsep Lembaga Internasional, Keamanan Lingkungan, dan Keberlanjutan Pangan. Data penelitian diperoleh melalui publikasi hukum resmi Uni Eropa dan studi literatur, dengan menggunakan metode penelitian deskriptif. Penelitian ini menemukan bahwa Farm to Fork Strategy Uni Eropa, melalui 6 tujuan dan pendekatan utamanya, memiliki total 10 peran dalam meningkatkan keamanan lingkungan dari berbagai tingkat sistem pangan dalam banyak aspek lingkungan. Melalui strategi dan prosesnya, Uni Eropa menjalankan perannya sebagai lembaga internasional dalam memfasilitasi komunikasi dan keharmonisan seluruh pemangku kepentingan yang terlibat. Meskipun demikian, permasalahan yang muncul seperti kritik dan penundaan, hingga kekhawatiran dan perbedaan pendapat, merupakan tantangan terhadap strategi ini. Terlepas dari itu, peran Farm to Fork Strategy Uni Eropa dalam meningkatkan keamanan lingkungan tidak dapat diremehkan melalui upayanya untuk beralih ke sistem pangan berkelanjutan yang dapat berdampak dan mempengaruhi komunitas global.
